Information technology almost became the savior for Hong Kong in the process of recovering from the Asian financial crisis immediately after the Handover. The claims to establish and further the development of information technology were made against a certain perception of Hong Kong, in which the place in past decades had indulged in the wrong direction of labour-intensive, cut-throat production in the manufacturing industries and bubble-like speculation in the real-estate sector, and against a certain vision of the future, with more and more competition in the age of globalization, neo-liberal economies, and so on.

There has been an abundance of written work on the historic fight for black political equality in southern urban areas. However, almost no scholarly work exists on the fight for black political equality in the rapidly expanding southern suburbs. This article analyzes the rise of the black population and its fight for political representation on the local governing board in Henrico County, a large suburb of Richmond, Virginia. The article details the increase in the black population in Henrico County from 1950 to 2000 and provides a descriptive analysis how black plaintiffs used the Voting Rights Act in a redistricting …

The Role Of The Icma In Promoting Performance Measurement Through ‘Standards’: 1927-1956, Dan Williams

This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …
