The recent history of scientific excellence of a society could be used as an indicator of its economic, cultural and communal prosperity. In this work, two examples of countries that successfully arose from the remnants of comparative poverty and established themselves as scientifically thriving societies, South Korea and Slovenia, are compared with the case of Serbia, a country that is presumably on the doorsteps of a similarly explosive developmental path. Guidelines for social progress in the direction of greater scientific and social prominence are outlined in the course of the discourse. It is concluded that the ideal model of growth …

These are not promising days for those who desire peace between Israelis and Palestinians, with two states respected by each other and recognized by the international community, living securely side by side. Richard Falk’s article rightly stresses the negative role played by the US Government in its sharp rejection of the Palestinian bid for statehood at the United Nations Security Council. The problem, however, seems to lie deeper in these complex societies and their current political leaderships.

The social movement known as Movimento dos Trabalhadores Rurais Sem Terra (MST) was founded in 1984 with the intent of agrarian reform in a newly democratic Brazil. The movement arrived in Northeastern Brazil in the late 1980s and successfully organized a group of landless workers in the interior of Ceará on May 25, 1989 to create the first settlement the state had seen. The citizens of Assentamento 25 de Maio, as the settlement was later named, have undergone a unique social transition from circumstances closely resembling forced servitude and latifúndio to liberation. In recent decades, legislators and administrators have created innovative policies to reduce the demand for expensive state confinement and to supervise as many young offenders as possible in their own communities. The United States has the second worst newborn mortality rate in the developed world. This paper evaluates the outcome of independent living (IL) services provided to clients with Spinal Cord Injuries (SCI) by a local non-profit organization, Rebuilding All Goals Efficiently (RAGE). Agency services are directed at increasing client self-sufficiency, self-advocacy, and maintenance of least restrictive living environment. Secondary data provided by RAGE for 22 SCI clients who received services in FY10 was used in the evaluation. Outcomes were measured for living arrangement at case closure, impact of services on client’s life, and cost effectiveness of services provided. Descriptive statistical analysis of the data revealed successful outcomes for all 22 SCI clients. All clients …

Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. [Excerpt]”Many scholars have observed that the Constitution of the United States can be understood as an example of what Cass Sunstein calls an “incompletely theorized agreement.” The Constitution contains a number of extremely general terms, such as “liberty,” “necessary and proper,” and “due process.” The Framers of the Constitution, it is suggested, did not attempt to specify precisely how each of these principles would operate in every case. On this view, the Constitution is incompletely theorized in the sense of representing “a comfortable and even emphatic agreement on a general principle, accompanied by sharp disagreement about particular cases.” For example, …

The interim session refers to the time span between regular legislative sessions, which varies in duration dependent on the state. This frustrating reality, frequently based on perceived risks of publication of state secrets, has various far-reaching effects. Two effects of this reality include the loss of trust in government and government officials to do the right thing as well as the frequency of market fluctuations.

Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

Many of the roots of interdisciplinary educational policy implementation studies are anthropological. It follows that what constitutes an anthropology of educational policy implementation should be articulated. This chapter draws on the works of Bronislaw Malinowski, Frederick Erickson, and Joseph Maxwell, among many others to identity the anthropological contributions and prospective contributions to inquiry into the study of the interface between educational policy and practice.

This paper explores the contribution of the capability approach of Amartya Sen and other authors to policy making in the specific case of disability policy. After reviewing existing models, their translation into action and their limitations in this regard, the paper introduces a new policy framework based on the capability approach. In particular, we introduce a new measure of functionings and capabilities. We investigate ways of measuring the gap between functionings, what people are able to do and be, and capabilities – the valuable practical opportunities people have and choose from.
