Although participation in health policy-making is a popular topic in the literature and a stated priority of the United Nations, very little research has been published examining the full spectrum of participation by people who use drugs (PWUD) at the UN level. This study aims to describe and evaluate this participation through a combination of a literature review that looks at academic sources, UN publications, and publications by organizations of PWUD, and a series of interviews with representatives of organizations of PWUD who have participated in UN level policy-making.

In 2017, Nepal held its first local elections in twenty years. These were the first elections held under Nepal’s new constitution, ratified in 2015, which transitioned the country from a unitary state to a Federal Democratic Republic. This case study analyzes the effect of the transition to federalism on decision-making and community representation in local governance in Annapurna Rural Municipality in West-Central Nepal. This study focuses specifically on education policy, one of the more public and contentious policy responsibilities devolved from the federal level to the local units under the new constitution. Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.

Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

Bosnia-Herzegovina, a country recently torn apart by ethnic violence in the 1990s, remains standing yet has struggled for the past two decades to materialize dynamic reform from political corruption and has failed to progress to a more stabilized society. Matters of ethnic divisions, political corruption, and economic underdevelopment all contribute to a deadlocked society vulnerable to further destabilization. The Dayton Peace Agreement produced an environment fit to maintain political corruption with elite entrenchment and governmental deadlock that continues to freeze the county in 1995 and inhibits true ethnic reconciliation. This essay will first focus on the historical legacy of United States foreign policy towards Indonesia, arguing that security exigencies and military-to-military linkages have historically driven the US-Indonesian relationship. I will also briefly explain the current diplomatic consensus of how best to “broaden” the US-Indonesia bilateral relationship. The second section will explain roadblocks towards strengthening the relationship, including strategic, economic and cultural barriers to cultural affinity. The third and final section will use public opinion polling data and collected primary source information in order to make recommendations about how to implement future US-led cultural programs in Indonesia.

I conducted my research for this paper during a three-­‐week internship at the Pat Finucane Center in Derry. I gathered evidence from a series of declassified British government documents provided to me by the center. I focus my study on the British government’s attitude towards sectarian assassinations, particularly committed by loyalist paramilitaries, in the first part of the 1970’s. I examine the issues of responding to international pressure, framing the problem, evaluating security force effectiveness, and screening strategies. The social movement known as Movimento dos Trabalhadores Rurais Sem Terra (MST) was founded in 1984 with the intent of agrarian reform in a newly democratic Brazil. The movement arrived in Northeastern Brazil in the late 1980s and successfully organized a group of landless workers in the interior of Ceará on May 25, 1989 to create the first settlement the state had seen.
