Mal-information is a fairly recent addition to federal policy and the lexicon of political communication with implications for understanding censorship and secrecy during the COVID-19 pandemic. This paper reviews documents authored by IGOs, NGOs, and the US government that mark the evolution of mal-information as true information intended to cause harm. Attaining representativeness in a bureaucracy, or the ability for a public organization to mirror the diversity of its constituents, is argued to be a key element to effective and efficient governance. Studies show that implementing diversity management programs can help organizations become more representative and, at the same time, maximize the full potential of their diverse workforce. This research compared various house sharing programs in the National House Sharing Resource Center that are approved by California counties and cities and operated through nonprofit agencies with standard metrics published by Affordable Living for the Aging (ALA). The objective was to determine the most successful practices. This research paper used the standard metrics that were published in ALA to compare and analyze 11 non-profit organization operations with the expectations that were set by the publication.

In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.
