Emergency Management programs at National Nuclear Security Administration facilities are governed by federal policy directive Department of Energy Order 151.1D, Comprehensive Emergency Management System. The prescriptions within the Order are often at odds with industry-standard frameworks and vocabularies established by the Department of Homeland Security. Boleman and Deal’s Four Frame Model offers the tenets of the Political, Structural, Human Resource, and Symbolic lens perspectives to clarify the nature of disparate programs precipitant from disparate agency policies. Exploring Approaches To Effective Evaluation For Public Diplomacy Exchange Programs, Alison Opoku Donyina

This study explores what factors have limited strategic measurement of outcomes for ‘mutual understanding’ across U.S. government-funded public diplomacy exchange programs by conducting a thorough desk review of available materials, completing a meta-review of twelve existing evaluation reports, and coupling this with interviews with eight evaluation practitioners. The sample of programs included were selected based on the criteria that ‘mutual understanding’ was an explicit goal in the program design. Programs included: Fulbright Student Program, Fulbright Scholar Program, International Visitors Leadership Program (IVLP), Youth Exchange and Study Program (YES), Future Leaders Exchange (FLEX) Program, and the Peace Corps.

Writers like Mutasa (2009) and Ebegbulem (2012) argues that Africa is both the poorest continent in the world and one of the richest in terms of natural resources. Consistent with this observation the history of Liberia indicates that corrupt leadership deprives the general population of its fair access to Africa’s rich resources while exacerbating ineffective government bureaucracy and underdevelopment. The bureaucratized central government in turn entrenches corrupt practices which give rise to more serious underdevelopment as well as insurgencies and a possible state failure.

Chittenden County, Vermont is suffering from increasing homelessness and poverty among both individuals and families. Residents of Chittenden County face an urban rental vacancy rate of less than .5% in Burlington, VT where the majority of jobs are located and only a 3% vacancy in suburban towns. Residents face waiting lists for rental subsidies of up to 8 years, and decreasing access to services for working class populations who are facing rent to income ratios of nearly 70% and utility costs of 30% of their income. The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba).
