Without structural policy intervention, approximately 4.6 million Californians remain at risk of being uninsured by 2030, worsening racial and ethnic health disparities and hospital uncompensated care burdens. This policy analysis advocates for a hybrid universal coverage model combining sliding-scale subsidies (California Senate Bill 78) with full-scope Medi-Cal expansion for all income-eligible residents regardless of legal status (California Assembly Bill 133). The framework relies on existing funding mechanisms, including the Managed Care Organization tax and the Health Care Affordability Reserve Fund. This Capstone project examines how Bay Area municipal governments, specifically the City and County of San Francisco, Alameda County, San Mateo County, and Santa Clara County, are adopting and governing predictive litigation technologies, and what these practices reveal about the possibilities and limitations of data justice in advancing racial equity, transparency, and public accountability. Over the last two decades San Francisco has been suffering from a worsening housing shortage and affordability crisis, as housing production has lagged far behind job growth in the city and the region. As San Francisco’s housing market is especially supply constrained due to its unique geography, long-standing zoning laws, and convoluted permitting process, it is especially difficult to add the needed housing at an acceptable rate. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. This paper explores the history of technology and government by analyzing the longstanding partisan advantage Democrats have had in the Silicon Valley and other tech hubs. Additionally, this paper seeks out opportunities for bipartisanship, specifically in the legislative realms of tech privacy and immigration reform. Constituencies, committee assignments, fundraising and other environmental factors can help determine a politician's level of interest in tech issues. Specifically, upon analyzing these factors, bipartisanship appears to be more likely in privacy reform than in immigration reform.
