The discovery of sexual abuse of children at the hands of Catholic Church priests resulted in extensive state policy suggestions, such as statute of limitations reform. To best understand the processes and factors that influenced the creation of such policies, Punctuated Equilibrium Theory, Multiple Streams Theory, and Diffusion Theory are applied in this paper. Punctuated Equilibrium Theory demonstrates how several large-scale public exposés of abuse generated enough attention to result in policy change. The Net Stable Funding Ratio (NSFR), a liquidity standard introduced by Basel III, seeks to promote a better match between the liquidity of a bank’s assets and the manner in which the bank funds those assets. The NSFR requires banks to maintain a minimum amount of funding deemed “stable” by the Basel framework based on the liquidity of the banks’ assets and activities over a one-year timeframe. One of the areas seen as most affected by this development may be bank participation in project finance for infrastructure development. One of the Basel Committee on Banking Supervision’s responses to the global financial crisis of 2007-09 was to introduce the Liquidity Coverage Ratio (LCR), a short-term measure that evaluates whether a bank has enough liquidity to meet expected cash outflows during a 30-day stress scenario. One area in which this incentive has already resulted in changed practices is in the market for commercial paper. Hedge funds rely on “prime brokerage” units within banks to provide leverage. With the enhanced capital requirements and new liquidity standards introduced by Basel III driving up the cost to banks of engaging in such financing, prime brokers have begun to offer an alternative means of providing hedge fund clients with leveraged exposure to securities. Known as synthetic financing, this alternative requires the prime broker to enter into derivatives contracts with the clients. After the Basel Committee on Banking Supervision (BCBS) introduced the Basel III framework in 2010, individual countries confronted the question of how best to implement the framework given their unique circumstances. Switzerland, with a banking industry that is both heavily concentrated and very large relative to the size of its overall economy, faced a special challenge. In the wake of the financial crisis of 2007-09, the Basel Committee on Banking Supervision (BCBS) faced the critical task of diagnosing what went wrong and then updating regulatory standards aimed at preventing it from occurring again. In seeking to strengthen the microprudential regulation associated with the earlier Basel Accords while also adding a macroprudential overlay, Basel III consists of proposals in three main areas intended to address 1) capital reform, 2) liquidity standards, and 3) systemic risk and interconnectedness. From the earliest efforts to mandate the amount of capital banks must maintain, regulators have grappled with how best to accomplish this task. Until the 1980s, regulation had been based largely on discretion and judgment. In the wake of two bank failures, the central bank governors of the G10 countries established the Basel Committee on Banking Supervision (BCBS) and in 1988, the BCBS introduced a capital measurement system, Basel I. In December 2011, the Chief Executive Officer and Chief Financial Officer of JPMorgan Chase (JPM) instructed the bank’s Chief Investment Office to reduce the size of its Synthetic Credit Portfolio (SCP) during 2012, so that JPM could decrease its Risk-Weighted Assets as the bank prepared to adopt the impending Basel III bank capital regulations. However, the SCP traders were also told to minimize the trading costs incurred to reduce Risk-Weighted Assets, while still maintaining the opportunity to profit from unexpected corporate bankruptcies. Early childhood settings have the potential to support learners with diverse learning needs, including children with disabilities. However, if educators do not feel prepared to teach children with disabilities, this potential may not be fully realized. The current study examined early childhood educators’ (n = 1,296) feelings of preparedness for working with children with disabilities, including predictors of preparedness, and associations with assessment practices. Research Findings: Nearly 70% of educators felt well prepared to teach typically developing children whereas only 20% felt well prepared to teach children with disabilities. Educational attainment and education-related major predicted feelings of preparedness. Furthermore, feelings …

The Nebraska COVID-19 Early Care and Education Provider Survey II, released in early August 2020, is a second survey following The Nebraska COVID-19 Early Care and Education Provider Survey that was conducted in March 2020. Both surveys were conducted by the Buffett Early Childhood Institute at the University of Nebraska. Results from the March 2020 survey suggested that the coronavirus was negatively impacting early care and education professionals in Nebraska. Imminent threats of illness and directives for enhanced cleaning and precautionary methods (e.g., social distancing) were causing child care providers to experience high levels of stress. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

Researchers used state-level data on youth justice policies and practices to explore the association between state policy environments and recent changes in the use of residential placements for adjudicated youth (i.e., confinement). The study assigned a score to each of the 50 states based on the extent to which their youth justice policy environments could be considered "progressive" as opposed to punitive or regressive. Using data from the National Center for Juvenile Justice's compendium of justice system characteristics, "Juvenile Justice, Geography, Policy, Practice & Statistics" (JJGPS), the research team created an index that accounts for 16 policies that are more …

Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

By some measures, the major U.S. political parties have become more extreme in their political positions in recent decades, and scholars have raised concerns about whether the policy expertise provided by today’s think tanks has become similarly partisan and polarized. This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.

Wichita opened its first officially integrated school in 1954. Yet, by 1965, approximately 85% of schools in Wichita were predominantly white. After a 1966 complaint to the Department of Health, Education and Welfare (HEW) and a protracted legal battle, a federal administrative judge ordered the district to come up with a plan for integration or lose federal funding in 1971. The resulting mandatory busing plan remained in effect in Wichita for more than 40 years. Yet, in 2016, nine years after the official end of mandatory busing in Wichita, 25% of the city’s schools had already returned to what the …

In 2006, the State of California passed AB 32, the Global Warming Solutions Act. Through this legislation, the state sought to reduce its carbon emissions to 1990 levels by 2020. The California Air Resources Board (CARB) was tasked with doing so and thus instituted the Cap-and-Trade program, a market-based mechanism to reduce emissions. Additionally, legislation has further directed funding on an annual basis for various continuously appropriated programs. This paper will examine the efficacy of those continuously appropriated programs and their legislative intent.
