Over the last two decades San Francisco has been suffering from a worsening housing shortage and affordability crisis, as housing production has lagged far behind job growth in the city and the region. As San Francisco’s housing market is especially supply constrained due to its unique geography, long-standing zoning laws, and convoluted permitting process, it is especially difficult to add the needed housing at an acceptable rate. Overall, this housing crisis has affected middle and lower income households the most as many have been forced to relocate due to rapidly increasing rents.

Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. In February 2022, the Buffett Early Childhood Institute conducted the Nebraska COVID-19 Early Care and Education Survey III, in collaboration with state agencies, University of Nebraska faculty, and organization partners. This third survey examined the impact of the COVID-19 pandemic on Nebraska’s child care professionals and its implications for practice and policy. Results from the previous surveys, released in April and August 2020, indicated that early care and education professionals in Nebraska, who were already vulnerable prior to the pandemic, have been negatively impacted from the start of the pandemic. Worldwide, water resources are undergoing rapid changes emerging from both man-made and natural factors. Increasing demands for water for agriculture, industry, power generation, and domestic use combined with more intense and variable weather patterns are negatively affecting water availability and escalating the potential for conflict between entities sharing these critical resources.

This study examines the Delaware River Basin federal-interstate compact to determine how these agreements provide a means by which several competing states can develop and implement an effective regional governance system. There are 13.1 million adults living with serious mental illness (SMI) in the United States. It is estimated that 356,000 people with SMI are incarcerated in the United States. Many advocates believe that police reform/alternatives to traditional policing could assist in lowering incarceration rates among persons with SMI, and improve outcomes for both the officer and the person with SMI during police contact.

Northern Kentucky University’s President Ashish Vaidya wrote an article celebrating Kentucky’s new bipartisan voting rights bill. Signed into law in April, the legislation is contrary to what we are seeing in other states and expands voting options in Kentucky. As an immigrant to the U.S. from India, President Vaidya has a unique perspective on democracy in America, and he is very passionate about higher education’s role to inform its students on their responsibility.

The article traces an EnviroLab Asia research trip designed to learn how “traditional” music and “folk” dance had been used to transform a loose configuration of farms into an integrated organic agricultural cooperative. This trip was second part of a multi-pronged case-study project looking at music, agriculture and sustainability in Indonesia and China. The importance of this research trip was to build collaborative relationships with our colleagues in Shanxi so that we will be able to produce interdisciplinary research with multinational partners in the future.

Strategic scholars have long understood the indispensable linkage between culture and security policymaking. By shaping the perceptions through which decision-makers formulate security policy, strategic culture analysis adds vital context to the perilously difficult science of understanding and predicting state security outputs. One area where this analytical framework fails to generate the expected result is American missile defense policy. This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

In this thesis, I conduct an economic and political analysis of California’s cap-and-trade program, the leading national (and international) example of a market-based strategy to reduce climate-warming greenhouse gas emissions. I evaluate the program on several economic and political measures of success, especially as contrasted with the performance of various regulatory policies that California also relies on to meet its emissions reduction targets. Per the U.S. Census Bureau, the Latino population in the United States stands at 60.5 million. This thesis tells the story of a few hundred-thousand Mexican-Americans in Southeast Los Angeles County’s suburbs, who live in a region nicknamed the “Mexican Beverly Hills.” This is a unique site of middle-class ethnic affluence, but also a place where questions of “Hispanic” racial identity, assimilation, and belonging are played out. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. Siewert served as counselor to US Treasury Secretary Timothy Geithner from 2009 to 2011 during the Global Financial Crisis of 2007–09 (GFC). He had previously served in the Clinton administration, including as a special assistant to the president for economic affairs, at the National Economic Council, and as deputy White House press secretary. He also handled the press secretary duties from September 30, 2000, to January 20, 2001. This “Lessons Learned” is based on an interview with Mr. Siewert.

Iceland experienced a financial crisis in 2008–2009 when its banking system collapsed, the currency lost half its value, most businesses became technically insolvent, house prices fell, and household debt increased due to indexation to foreign currencies or the price level. This paper tells the story of the crisis and maps the losses to households using a dataset from tax returns that includes all taxpayers in the country and contains the value of housing, mortgage debt, disposable income, and net worth. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule.
