Downsizing The Massachusetts Mental Health System: The Politics Of Evasion, Richard A. Hogarty

For the past three decades the topic of the proper role of state mental hospitals has been vigorously debated as a major public policy issue in Massachusetts. The state has had two runs at hospital closings: the first between 1973 and 1981, when the deinstitutionalization policy flourished, the second between 1991 and 1993, when the privatization policy was developed. In making the case for this seismic shift, a governor's special commission concluded that the state had too many hospitals for too few patients at too high a cost. An important dimension of contemporary American urban politics involves the redistributive role of local government. Activism at the local level has produced electoral movements that have succeeded in electing progressive local candidates and coalitions, yet on assuming office those officials face tremendous obstacles in meeting the expectations of those who put them in office. From 1991 to 1993 in Hartford, Connecticut, an attempt at progressive governance by a multiracial coalition was fraught with difficulties. In the last two decades, road safety has emerged as a significant issue in public policy, not only in Australia but internationally. In particular, measures to reduce the increasing number of drink drivers has been of top priority. Despite this importance, Western Australia has lagged considerably behind other Australian states, and especially New South Wales and Victoria in all areas of drink driving policy development and implementation. In New York City's water supply watersheds, controversy over water quality protection underscores both the need to expand the scope of water resource management and the challenges to doing so. This paper describes the response of watershed residents to !'Jew York City's efforts to avoid filtration mandated by the 1986 Safe Drinking Water Act Amendments and 1989 Surface Water Treatment Rule. This article is the third examination of the six issues the author identified in "Some Key Issues Facing Boston's Public Schools in 1984," following the November 1983 election of the first thirteen-member Boston School Committee. He revisited these issues in a 1988 report and now assesses how the policy leadership of the system fared in dealing with these challenges during the past decade. Many critics of America's public education system hail parental or school choice, a program that allows public school systems to compete against one another and, under some proposals, against private educational institutions, for students and educational funding, as the answer to Americas educational crisis. Proponents argue that competition will force public schools to offer students a quality education or close. This article does not evaluate the claims of the parental-choice proposals; rather, it examines the difficulties inherent in funding such a system through traditional school finance mechanisms.

Lessons In The Common Good: Voluntarism On College Campuses, Jodi Raybuck

New England Journal of Public Policy

This article describes the current interest and activity in community service and the undergraduate educational experience. Many examples of campus-based voluntarism with a social reform twist set the stage for passage of the National and Community Trust Act of 1993. What is still necessary, however, is recognition by faculty, administrators, and agency officials that the community service experience must be structured properly, so that both service and learning take place. Drawing on the efforts at Babson College and direct involvement with the national scene, this analysis offers recommendations for implementing a program that helps to cultivate good citizenship and values.
