The Community Counseling Aides (CCA) project operating with support from the National AIDS Control Programme (NACP) in Uganda, is a government initiative being carried out in collaboration with local communities. As the Ministry of Health seeks to develop local capacity to support and operate these efforts at the community level, it has identified the need to improve the skills of local project staff so that they may begin to assume the responsibility for monitoring and evaluating their own program performance. The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. This study focused on determining if unclassified current and pending Air Force information warfare and information operations doctrine and policy is moving in the direction it should in terms of being complete, consistent and cohesive based on what has been mandated and studied about information warfare. Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

The Determinants Of The Housing Choices Of Military Families: Implications For Military Policy, William R. Forster

The Department of Defense (DOD) currently spends $8.2 billion dollars a year on military housing and housing allowances and yet there is no empirical model of the housing choices that military families make. This thesis creates a model of the housing choices of military families and then uses the model to predict the effects that changes in several policies would have on the housing decisions of military families. The changes in housing choices are then combined with current 1997 force structure data to predict both the monetary costs and benefits of each policy change. Data from the 1992 Surveys of …

The Clean Water Act: Financing Combined Sewer Overflow Projects, Clyde W. Barrow, William Hogan

In 1987 Congress expanded the scope of the Clean Water Act to include combined sewer overflows (CSOs) despite continuing to reduce federal assistance for water-pollution abatement and despite the fact that CSO abatement is far more costly than previous water-quality mandates. As a result, many low-income deindustrializing cities are now subject to an additional federal mandate that many of them cannot afford without extensive federal or state assistance. The authors conclude that, in lieu of increased federal funding for CSO abatement, U.S. Environmental Protection Agency regulatory guidelines and the Clean Water Act be amended to include an assessment of the …

This paper attempts to delineate the historical evolution of public policy on local administration (district administration) in Hong Kong. Development since the 1980s will be dealt with, and finally local administration under the Special Administrative Region (SAR) after 1997 will be envisaged. However, in contradistinction to the current usage of the term, I shall use “local administration” in a broader sense, including not only administration at the distinct level but also at the central level. As Hong Kong is a small city, the representative structures of the local administration is closely linked with the system in the central level.
