This study examines transportation planning practices and challenges in Nebraska, with particular attention to how planners and agencies address the needs of vulnerable populations. Using a qualitative approach, thirty-five transportation planners, practitioners, and service providers were interviewed. Participants were selected based on their professional in transportation planning and service delivery. The study explores what institutional and funding barriers planners and practitioners face, and what strategies they consider most effective for improving access and inclusion. Findings reveal that limited funding, fragmented authority, and the absence of a coordinated regional planning framework significantly constrain transportation development across Nebraska. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. A systematic review of 117 zoning ordinances from counties, cities, towns, and villages, we applied a structured analytical framework encompassing regulatory and permitting policies, voluntary and incentive-based measures, and nature-based solutions. This dissertation addresses a key puzzle: Why do states sometimes adopt nationally polarized policies, such as climate change legislation, even when doing so does not align with strict partisan interests? The analysis focuses on “landslide states,” where a single party overwhelmingly dominates, and the minority party cannot realistically expect to gain a majority. In these environments, reduced partisan conflict allows minority party legislators to break from traditional partisan paths. As a result, I argue that electoral motivations drive them to signal moderation by advancing liberal policy agendas or incorporating provisions that minimize backlash from their core constituents in landslide states. …

Cycling is increasingly recognized for its wide range economic, environmental, and health benefits as a mobility option. However, disparities in the provision and the quality of bicycle infrastructure persists. Ensuring fair access and usage of these benefits for all presents a significant challenge. As a result, establishing effective methodologies to evaluate cycling equity is critically important. This paper synthesizes research on infrastructure asset management with a focus on equity considerations in bicycle infrastructure. The history of Iraqi education unmistakably illustrates how policymakers have consistently operated within the same worldview since 1920. Despite apparent differences among Iraqis in terms of race, religion, sect, geography, and social and tribal norms, a shared worldview has emerged, which I term the Traditional Iraqi Paradigm (TIP). This shared worldview comprises a set of interconnected postulates. The divergence among Iraqi groups lies not in the postulates themselves but in how they translate these postulates into actions and behaviors. Using unique panel datasets for Colombia and the United States, this research provides new insights regarding the responsiveness of agriculture to some socioeconomic effects and related market policies. This study analyzes the voluntary approach to agriculture promotion programs through the lens of the Nebraska Livestock Friendly County (LFC) Program. In 2003, the Nebraska Department of Agriculture (NDA) launched the LFC program to bolster the livestock sector in participating counties. The program is unique because of its voluntary nature and targeted agricultural promotion efforts. The NDA designates counties as “Livestock Friendly,” and assists them in streamlining approval processes for livestock feeding operations. The disparity is derived from the locational choices of physicians which are influenced by diverse factors such as backgrounds where they grew up or type of facility at which they worked. This study examines physician movements which vary depending on the types of physician and facility in Nebraska. The research dataset are annual practicing records of all primary care physicians and business information of the facilities in Nebraska from 1998 to 2019. Why do some countries have fewer women in parliament than do others? Recent studies find that women have less access to positions of political power in countries facing external threats. Exist-ing studies, however, do not differentiate between types of threat. We theorize that territorial threats are a particular driver of gender inequality in national parliaments. When a country’s land is under threat, people prefer having “tough” representatives in the national legislature who are competent on the military and defense moreso than when a country faces other threats. Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).

In three phases, a subset of 200+ schools applying for grants dedicated to building high performance schools over the past decade was correlated with an existing database of achievement scores for all public schools in California. This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. This paper examines the significance of the Supreme Court’s Hendricks and Crane decisions, with focus given to how mental health professionals may conceptualize the notion of volitional impairment. The Hendricks decision authorized postsentence civil commitment for sex offenders having a mental abnormality or personality disorder, rendering them likely to engage in future acts of sexual violence. In the Supreme Court’s majority opinion, Justice Thomas implied that the Kansas Act was legitimized by limiting the class of offenders eligible for this specialized form of commitment to those who are “unable to control” their dangerousness.
