Despite record volumes of development finance flowing into Egypt, the private sector, particularly its micro, small, and medium enterprises, has yet to experience the broad-based growth these investments were designed to catalyze. Between 2020 and 2025, international development partners committed more than 15.6 billion dollars to Egypt's private sector, yet private investment remains a modest share of the national economy, and most domestic firms continue to face severe barriers to credit.

This study investigates the disconnect between Egypt's ambitious female labor force participation (FLFP) policy goals in the National Strategy for the Empowerment of Egyptian Women 2030 and the declining indicators since its launch. Applying Van Meter and Van Horn's implementation framework, it analyzes the full policy process using qualitative interviews across government, civil society, and private sector actors involved in the national policy’s design and execution. Egypt is located at the crossroads of Africa, the Middle East, and Europe, with over 9 million migrants, including around 1.5 million migrants living in vulnerable situations (IOM, 2022) and around 992,000 registered refugees and asylum-seekers from 133 countries (UNHCR, 2025a) according to the latest available data. Public and policy discussions, however, remain shaped by the widespread stereotypes and confusion in distinguishing between migrants and refugees. This can promote exclusion, disinformation, and social tension.
