A Closer Look at Substance Use: Understanding Abstinence In Social Gatherings

Abstract

Alcohol and drug use in social settings remains a central focus in public health research, as these behaviors are often shaped by peer norms, environmental factors, and perceived social benefits. This study observes how people in various social contexts utilize drugs, alcohol, and both at the same time. A survey measuring substance usage throughout the previous month and how social interactions affected these behaviors was completed by a total of 257 participants.

The majority of respondents indicated no recent substance use. According to …

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. As artificial intelligence (AI) technologies expand rapidly, public debate has focused on their societal impacts and the need for regulatory oversight. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. Abstract

Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. The analysis finds that CDC solutions to obesity involve connecting people to each other and healthier choices, an orientation toward local public administration, and an emphasis on environmental and infrastructure improvements. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.

The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. Changes to Title IX allowing the growth of single-sex schools have garnered media attention promoting the benefits of separating boys and girls. Alternately, civil rights groups such as the ACLU continue to oppose any type of school segregation.
