This policy analysis dissertation explores the complex and multifaceted challenges that exist within New York State’s early childhood care and education (ECCE) system by critically examining the amendment of one NYS social services law. This qualitative embedded single-case study explored how a rural-serving regional public university (RPU) contributed to the political well-being of its politically polarized service region ahead of the 2024 presidential election. Guided by the stewardship of political place theoretical framework, which integrates rural consciousness, the Community Capitals Framework, and the stewardship of place framework for RPUs’ public engagement, the study utilized policy discourse analysis to examine regional residents' and internal constituents' perceptions regarding WPU’s role in promoting regional political well-being. Data collection included semi-structured interviews, direct observations of campus civic engagement events, and institutional document reviews.

This dissertation used a qualitative policy content analysis (PCA) of historical anti-literacy laws and modern DEI bans to answer two research questions: What is the connection between anti-literacy laws and DEI bans? How do anti-literacy laws and DEI bans create an environment that maintains white supremacy? A PCA exercise informed the analysis of historical anti-literacy laws in South Carolina (1834), Georgia (1829), North Carolina (1830), Louisiana (1830), Virginia (1831), and Alabama (1833) and modern DEI bans in Texas (2023), Alabama (2024), and Florida (2023) to find the connection between the laws. The purpose of this study was to gain an understanding of the impact internal and external influences have on the decision-making process of federal procurement specialists. A mixed-methods research study was conducted using an electronic survey questionnaire to collect quantitative data and video interviews to collect qualitative data. Purpose: Suicide is a leading cause of death in children; youth who identify as LGBTQ+ are at an exponentially higher risk of suicide. The purpose of this study was to explore the lived experiences of young adults who identify as LGBTQ+ and sought emergency care for suicidality when they were adolescents.

Methods: Heideggerian hermeneutics phenomenology is the research method used in this study. Youth, ages 18-25 years, who identify as LGBTQ+ and sought emergency treatment for suicidality when they were adolescents (13-17 years) were recruited to participate;fifteen youth enrolled. The goal of this thesis was to identify and analyze common characteristics that are shared by recovering species listed in the Endangered Species Act (ESA). NatureServe population data was used to determine which listed species were recovering, and a logistic regression analysis was performed to identify which aspects of the ESA most contribute to recovery. Of the 747 species tested, only 24% had a population that was stable or improving. Time listed and classification group were found to significantly influence recovery, and recovery plan presence and critical habitat designation also increase the odds of recovery. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. Resistance to World Bank’s conditionality caused the Bank to posit “ownership” as a country’s real assent to its development policies.
