The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. This study investigates the disconnect between Egypt's ambitious female labor force participation (FLFP) policy goals in the National Strategy for the Empowerment of Egyptian Women 2030 and the declining indicators since its launch. Applying Van Meter and Van Horn's implementation framework, it analyzes the full policy process using qualitative interviews across government, civil society, and private sector actors involved in the national policy’s design and execution. Findings reveal structural failures, resource shortages, coordination gaps, leadership turnover, and donor-driven fragmentation, intensified by cultural norms and frontline resistance. This thesis examines how two decades of efforts to abolish chhaupadi have shaped the everyday conditions under which women and girls experience menstruation in western Nepal. Chhaupadi, commonly understood as menstrual seclusion, has been addressed through Supreme Court directives, national policy, criminal law, municipal implementation instruments, hut demolition campaigns, public health programming, and rights-based advocacy. Yet the practice has persisted, adapted, and in some cases moved into less visible spaces. Norwood is an industry outsider and the pet project of Eline Van der Velden, who unveiled the actress’ existence to the world at the Zurich Film Festival. The announcement quickly gained media coverage while Van der Velden has since faced cyclical backlash from Hollywood trade unions, which does not seem entirely without reason. California's Global 2030 initiative set an ambitious target: half of all K-12 students to achieve bilingual proficiency by 2030. This qualitative study examines whether Dual Language programs (DLPs) in California's major metropolitan areas are positioned to meet that goal. Drawing on ten semi-structured expert interviews with researchers, administrators, teachers, and nonprofit advocates, the study identifies four central challenges: inadequate student preparedness, chronic underfunding, insufficient teacher training, and a failure to connect students to their cultural heritage. The findings reveal that California lacks the infrastructure, data systems, and financial commitment necessary to achieve the 2030 goals. The authors recommend establishing a …

The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. This research study examines how gender-based violence (GBV) policy in the United States marginalizes Black women through race-neutral language and punitive frameworks. Despite facing disproportionate violence, Black women are often excluded from policy narratives, debates, and institutional priorities. Grounded in Black Feminist Thought and the Narrative Policy Framework, this study investigates how exclusion operates across legislative, digital, and institutional domains, and how Black women in public service resist and reshape GBV policy through care-centered, survivor-informed practices. These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. This study examined how California Community Colleges (CCCs) constructed financial aid discourse in Student Equity Plans (SEPs) and assessed whether these strategies mitigated or perpetuated racial disparities for Black students. Previous scholarship identified racial inequities in financial aid systems and explored how equity planning documents addressed race; yet, the influence of institutional discourse on financial aid access remained underexamined. This study contributed to the literature by applying critical race hermeneutics (CRH) to examine how SEPs outlined financial aid strategies, with particular attention to the framing of work–study opportunities and the extent to which the SEP intended to employ race-conscious approaches. …

This article discusses the fundamental impact of normativity on producing evidence-based guidance for context-sensitive transitional justice policy. It draws on lessons learned from Uganda’s complex transitional justice context and extensive fieldwork to demonstrate the necessity and the means to differentiate between belief-based normativity and evidence-based normativity in conducting problem analysis as a crucial site that determines the integrity of evidence-based guidance. It also establishes that evidence-based normativity guiding problem analysis must include empirical evidence of societal dynamics and views of affected communities or there is a significantly higher risk of belief-based normativity decontextualizing strategy development. Massachusetts is the only state in the United States with a right-to-shelter law which guarantees shelter for families with children and pregnant women.¹ As of February 2024, 3,500 homeless families with children are being sheltered in a motel or hotel with an average length of stay of 14 months, because traditional family shelters have reached capacity.^2,3 While these families are provided temporary shelter, these shelters do not allow for the development of a true sense of “home.” While a motel meets the needs of rudimentary shelter, motels were never designed as long-term accommodations and certainly not with a …

Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states.
