The purpose of this research is to explore the nature of local government decision making. Six Michigan cities, selected from respondents to an International City/County Management Association (ICMA) privatization survey, are the basis of this multi-case study examining the decision to privatize public services.

Classical decision-making theory is used to identify six foundational elements from which to analyze the privatization decision: (1) identification of theproblem(s) that triggered the decision to consider privatization; (2) the solutions considered; (3) the processes or mechanisms used to make the decision; (4)the environment in which the decision was made; (5) the identification of the key …

Persons contemplating adoption in Clark County face many legal boundaries and lengthy delays. Since adoption is a creature of Clark County, the answers usually can be found in state statutes, agency regulations, and court opinions. Federal statutory and constitutional laws also play a huge part in such areas as adoption subsidies, adoption of children with special needs, and training of all adoption workers.

Research on health disparities affecting people of color typically focuses on their health status, health treatment and health outcomes with a particular emphasis on the relatively high rates of morbidity and mortality from selected diseases for ethnic and racial minority groups. This fact sheet offers a different but related focus on gender and race/ethnicity in the health care workforce. Our rationale is that the Sullivan Commission on Diversity in the Healthcare Workforce concluded that the lack of minority doctors, nurses and dentists is a significant cause of racial/ethnic health disparities and that the ability to recruit, train and retain minority …

Initiated in the summer of 2005 under contract to the Federal Highway Administration (FHWA), this project focused on the use of collaborative practices to address a range of transportation planning and development issues.

The project had four primary objectives:

• develop increased awareness among state officials of opportunities for the use of collaborative processes and collaborative governance systems in the transportation arena;
• identify one or more transportation collaboration opportunity in at least two states;
• identify collaborative training opportunities;

Sustainable development still remains the best option to secure a viable future. Why are some leaders more prone to implement sustainable development policies than others, and does the leaders' political orientation affect such decision-making? Leaders are often faced with constraints that make them choose policies that do not necessarily lead to sustainability from an ecological point of view. This thesis addresses these issues by examining two case studies that involve an analysis of the sustainable development policies implemented by President Lula in Brazil and President Chavez in Venezuela and the constraints that have hindered them in doing so.

Scholars have debated extensively the impact of presidential rhetoric on public opinion and congressional behavior, but have largely ignored the determinants of what the president actually says. This inattention is partly the result of the difficulty of acquiring systematic observations of presidential speech crafting. We devise a method of quantifying White House staff influence over the composition of rhetoric that captures the multistage negotiations between the president's speechwriters and his policy advisors and provides a framework for future studies on the determinants of presidential rhetoric. Injuries are taking Lexington police officers off of the streets and placing them on the disability pension rolls in rising numbers. Police officers in Lexington must have a total and permanent disability according to American Medical Association guidelines of impairment ratings to receive a disability pension. There is no minimum percentage of impairment an officer must have to receive a disability pension. This poses a problem because the Lexington police department gives at least 60 percent of their final pay to disabled officers regardless of the percentage of their impairment. For the first time in its history, the World Equestrian Games (WEG) will be held outside of Europe in 2010. Kentucky has won the bid to host the event at the Kentucky Horse Park (KHP) in Lexington. The games will last two weeks in the fall of2010 and organizers estimate ticket sales of 300,000, and over 1,000 athletes from 50 countries are expected to compete (Commonwealth of Kentucky).

In November of 2002, a resident of Dunbar Neighborhood in Lexington, Kentucky established the Dunbar Neighborhood Association (DNA) to counter the perceived growing amount of criminal activity in her community. The DNA held monthly meetings and relayed information about perceived and known criminal activity to the Lexington-Fayette Urban County Police Department. To meet the transportation needs of this growing city, the Transit Authority of River City or TARC undertook a study in 1996 to determine potential transportation solutions to traffic congestion in the area. Based on their analysis, TARC determined that a 15-mile light rail transit system would best service their needs. This light rail system would run from the downtown central business district to a park-and-ride facility at the Gene Snyder Freeway.

Greater accessibility of electronic gaming machines increases the prevalence of problem gambling. The emergence of gaming machines in the context of Australian gambling is a relatively recent phenomenon. Victoria has had strong growth in electronic gaming machines, whereas in Western Australia growth and accessibility has been very limited. The evaluation of family support programs employing parent education to achieve prevention of child abuse and neglect is an important consideration for professionals as it can provide a good insight into possible improvements of a program.

A parent education program administered by the Center for Women, Children and Families (CWCF) was assessed using participants’ pre- and post-program scores on the Adult-Adolescent Parenting Inventory (AAPI-2) from 148 parents.
