This policy analysis dissertation explores the complex and multifaceted challenges that exist within New York State’s early childhood care and education (ECCE) system by critically examining the amendment of one NYS social services law. Guided by Fairclough’s Critical Discourse Analysis, this study examines two research questions (under one overarching question):

“Science Belongs Everywhere”: Outlooks On Post-Secondary Stem Education For Correctional Centers In Virginia, Shelita R. Augustus

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. Virginia has made strides through initiatives like House Bill 2158, which aims to expand higher education access for incarcerated individuals. Examples such as the programs at J. Sargeant Reynolds …

A transit, destination, and sending country, Egypt generously hosts more than one million refugees and asylum seekers (UNHCR, 2025), in addition to several migrants estimated at nine million in 2022 (IOM, 2022). Against this backdrop, the country is currently facing growing challenges in ensuring access to quality, inclusive, and equitable primary education for migrant and refugee children, particularly following the arrival of Sudanese nationals since April 2023, when the conflict in Sudan erupted. This dissertation used a qualitative policy content analysis (PCA) of historical anti-literacy laws and modern DEI bans to answer two research questions: What is the connection between anti-literacy laws and DEI bans? How do anti-literacy laws and DEI bans create an environment that maintains white supremacy? A PCA exercise informed the analysis of historical anti-literacy laws in South Carolina (1834), Georgia (1829), North Carolina (1830), Louisiana (1830), Virginia (1831), and Alabama (1833) and modern DEI bans in Texas (2023), Alabama (2024), and Florida (2023) to find the connection between the laws. In recent years, there has been a dramatic spike in the number of adolescents that regularly use nicotine electronic cigarettes. As recently as 2019, a large outbreak of e- cigarette, or vaping, product use-associated lung injuries was observed in adolescents, leading many to question the safety of these devices, particularly when use by adolescents. By way of a literature review, this thesis will examine the history of nicotine and electronic cigarettes in the United States, as well as existing data on the nature of nicotine electronic cigarettes and the ways in which they are marketed.

Each year in the United States, thousands of individuals are released from prisons and must reintegrate into society. Ensuring these individuals obtain adequate employment upon release is key to keeping them from returning to the penal system. This paper examines different social work programs that attempt to secure employment for ex-offenders. This paper reviews the obstacles these programs face and considers how social workers can improve the effectiveness of these programs at preventing recidivism. The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.

This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. Next, U.S. Census Bureau data was used to create socio-economic standards for the various locations. Executive Summary LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals. In Spring 2009, the Library Advisory Board agreed to fund a proposal for the Libraries to collaborate with campus partners to provide support to faculty who were faced with several initiatives that impact the way faculty deliver their course content, develop their assignments and assess their success. These initiatives include the movement to large enrollment classes, especially for large impact, core courses; the redesign of the general education requirements around universal learning outcomes; and, enhancing the first-year experience for incoming students. There is no single entity on campus in a position to provide the faculty support and development needed.
