During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

Frontiers in Public Health Services and Systems Research

New York City Mayor Michael R. Bloomberg has attracted national attention for his public health policy reforms. The policy process behind the reform program has received less scrutiny, especially the use of research by policymakers. We show that the process used to develop, promote, and evaluate polices is heavily based on five types of data and research. New York Department of Health and Mental Hygiene staff conducted in-depth appraisals of existing published research, used local health surveys and private laboratory surveillance data, engaged in “shoe-leather” field research, formed research collaborations within and outside government, and disseminated research to legitimize policy …

The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …

The provision of cultural orientation is one of many services required by the contract between resettlement agencies and the federal agencies overseeing refugee resettlement, the Cooperative Agreement. This paper explores World Relief in Moline, Illinois as a case study for how small resettlement agencies can provide meaningful and memorable cultural orientations. In order to accomplish this goal, this research utilizes the Empowerment Theory to explore how recently resettled refugees’ perceptions can be taken into consideration as orientation materials are examined. Public Policy Practicum Projects

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

The goal of this Action Plan is to enhance Portland, Oregon’s age friendliness. As defined by the World Health Organization (WHO), an "age friendly" city:

• has structures and services that are accessible and inclusive of older people with varying needs and capacities
• emphasizes enablement rather than disablement, and
• is friendly for people of all ages and abilities

The action steps that comprise this plan are intended to move Portland toward future development and activities that foster not only physical environments but also social and service environments that meet these criteria, making Portland a community for all ages.

As a key actor within the human rights transnational advocacy network, NGOs, such as Amnesty International, strive to shape individuals’ values on such contentious issues as the use of torture and to mobilize them to act on their values. While much has been written describing this advocacy work, little systematic research has been done evaluating its efficacy. FBI crime data shows a decline in violent youth crimes between 2011 and 2012, reaching a new 32-year-low. Violent youth crimes reached a new low every year between 2009 and 2012. This databit shows the rate of violent youth crimes based on crime offense between 1980 and 2012.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. On signing the Food Stamp Act of 1964, President Johnson noted that “as a permanent program, the food stamp plan will be one of our most valuable weapons for the war on poverty” (Johnson, 1964). From a humble beginning of 2.9 million recipients per month and $228 million in benefits in 1969 (earliest national figures), the program has grown to serve 47 million persons with benefits of over $74.6 Billion in 2012 (USDA, 2013a). Despite his loyalty to smaller government values and state sovereignty on other issues, the prospect of state-level drug decriminalization led Bush to pursue federal means of enforcing anti-drug laws. Years later, President Barack Obama, though known for his reputation as a federalist, shifted power over drug policy enforcement more towards the state level as a means to allow certain states to enact drug decriminalization policies at their will, particularly with respect to medicinal marijuana. This study posits a theoretical framework for understanding the role and value of agency input in presidential legislative policy making. I assert that by employing agency input for policy development, presidents instill their proposals with a degree of bureaucratic objectivity, expertise, process transparency, and agency support, which aids their legislative passage while lowering the extent of changes made to policy substance in the process. To test my hypotheses, I conduct binary and ordered logistic regression analyses using pooled cross-sectional data across twelve administrations from 1949-2010. I find that agency input serves as a key component for increased presidential legislative success.

The YouthBuild USA National Mentoring Alliance program (“YouthBuild Mentoring”) seeks to engage students with responsible, supportive, committed adult volunteers to help young people achieve success in education, employment, and social relationships. By matching students with adult mentors for a minimum of 15 months, YouthBuild Mentoring helps these youth form strong emotional bonds and continuing relationships that will ideally last for years beyond the end of the program. LIFT-Boston, a local non-profit organization, entered into a collaborative partnership in September 2012 with McCormack Graduate School Public Policy Ph.D. students and faculty to develop and execute a research project. The goals of this endeavor were to assist LIFT-Boston in understanding the outcomes associated with its services and enable the organization to further pursue service goals.

The primary research questions respond to the organization’s most fundamental questions. There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.
