The New Hampshire Early Care & Education (NH ECE) Research Consortium’s statewide research agenda identifies questions NH most needs answered to build, strengthen, and sustain its ECE system. The agenda is designed to help researchers, state leaders, funders, advocates, and community partners align work around shared priorities, avoid duplication, and make better use of high-quality evidence to guide policy, practice, and systems change. The Consortium will maintain this agenda as a living resource, updating it as the field’s needs and evidence base evolve. Artificial intelligence is increasingly shaping how individuals access information, make decisions, and interact with digital environments. The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. This paper proposes the Artificial Influence Assessment (AIA) as an expansion of the C.A.S. framework designed to measure AI mediated influence on cognition, behavior, autonomy, and information processing. Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. This study serves as a critical mid-term review of the Egyptian National Strategy for Alternative Care for Children and Youth without Parental Care (NACS) (2021-2030). The 10-year strategy overall goal is to shift from institutional care, such as orphanages, to family-based care, such as kafala, the Islamic alternative to legal adoption, for children deprived of parental care. While the global literature strongly advocates deinstitutionalization, empirical research on the operational risks and unintended harms that can arise during such complex transformations remains scarce.

For decades, migration has ranked among the most pressing issues in European domestic and regional politics as the number of forcibly displaced persons seeking protection continues to rise. Complementary Pathways, developed as an alternative to the retrenchment of state-led refugee resettlement and restricted access to asylum, have gained increasing prominence in policy discourse and practice. Existing scholarship often explains their emergence through transnational policy transfer or government-led initiatives. Less attention, however, has been given to cases in which civil society actors initiate and negotiate such policies with the state. This study investigates the disconnect between Egypt's ambitious female labor force participation (FLFP) policy goals in the National Strategy for the Empowerment of Egyptian Women 2030 and the declining indicators since its launch. Applying Van Meter and Van Horn's implementation framework, it analyzes the full policy process using qualitative interviews across government, civil society, and private sector actors involved in the national policy’s design and execution. Findings reveal structural failures, resource shortages, coordination gaps, leadership turnover, and donor-driven fragmentation, intensified by cultural norms and frontline resistance. The figure of the “criminal immigrant” occupies a central place in contemporary U.S. immigration discourse, shaping public perception, enforcement priorities, and legal doctrine. Yet a substantial body of empirical research consistently demonstrates that immigrants—both documented and undocumented—commit crimes at lower rates than native-born citizens. This Note examines why the narrative of immigrant criminality persists despite this evidence and how it influences the development and operation of immigration law. It argues that “immigrant” functions not only as a legal category but also as a socially constructed marker of Otherness, encompassing perceived differences in race, language, culture, and religion.
