The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally. Since the mid-1990s, Botswana has pursued a policy of telecommunications liberalisation. This article, based on fieldwork conducted in Botswana in the summer of 2000, analyzes several notable aspects of the process of reform and denotes those worthy of emulation by other African states. The participation and protection of domestic telecommunication users, transparency in decision-making, the creation of an independent regulatory agency, and the introduction of competition in the form of private cellular service providers are among those policy features that are recommended for replication. Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. This paper deals with dividing the bond debt equally among eight districts (identified in an earlier study of deconsolidation) and assessing whether …

Ohio’S Competitive Advantage: Manufacturing Productivity, Edward W. Hill

The underlying theme of Dr. Hill’s book is that manufacturing is the connective tissue of the state’s economy. This is true in two ways: The first is in terms of the distribution of employment, and the second connection is in locations of different parts of the manufacturing production process. The key to increasing incomes in all parts of Ohio is to ensure that the products made in manufacturing production platforms remain competitive, which means vigorously pursuing public policies that enhance productivity—investing in both labor and capital.

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …
