The purpose of this qualitative case study was to investigate how police officers in a medium-size, suburban police department perceived performance appraisals and the effects of performance appraisals on job satisfaction and job performance. This study also examined the impacts of job satisfaction and job performance on organizations. One-on-one participant interviews were conducted, and thematic coding was utilized to capture the dominant themes associated with the police officers’ perceptions of performance appraisals. This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. In every state and U.S. Territory, there is a University Center for Developmental Disabilities (UCEDD), which is part of the state Developmental Disabilities network and an Independent Living (IL) Network, composed of Centers for Independent Living and Statewide Independent Living Councils. Each of these receive federal funding (and frequently state funding) to support people with disabilities and their families. However, each has different federal funding sources, different origins within federal legislation and different requirements. The purpose and expectations of policy design efforts have always been clear ( Dryzek and Ripley, 1988 ; Linder and Peters, 1990 a, 1990b).
