Ohio’S Competitive Advantage: Manufacturing Productivity, Edward W. Hill

The underlying theme of Dr. Hill’s book is that manufacturing is the connective tissue of the state’s economy. This is true in two ways: The first is in terms of the distribution of employment, and the second connection is in locations of different parts of the manufacturing production process. The key to increasing incomes in all parts of Ohio is to ensure that the products made in manufacturing production platforms remain competitive, which means vigorously pursuing public policies that enhance productivity—investing in both labor and capital.

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …

The Michigan construction industry is the focus of this study. This study examined not only these employment outcome benefits, but also outlines the outcome benefit trends over thirty-one years for national employment and employment in the state of Michigan with an emphasis on the construction industry. This study is a preliminary analysis of the socio-economic impact of casino gaming in Mesquite, Nevada. Mesquite is being studied from this perspective in order to provide policymakers with information that will aid in the determination of public policy relevant to and in conjunction with casino gaming activity. A combination of site visits to the area and interviews with casino executive personnel and relevant law enforcement was conducted for the purposes of gathering information for this study. The southern Ohio and northern Kentucky area is a region characterized by an economy in transition from the manufacturing sector to the service and retail sectors (Scioto County Government, 1998-00), which is causing various pressures on the workforce there. For example, the unemployment rate of Scioto County, Ohio, a centrally-located county in the region, was 9.7% in 1996, or almost twice the unemployment rate for the state of Ohio (Scioto County Government, 1998-00). The low realisation rate (28%) of technology foresight has put into question as to whether foresight research is a scientific research, and whether foresight method is a scientific method. ln this research, the notion of scientific method is critically analysed. A comparative analysis of southern Nevada municipalities, and their active participation to implement historical preservation is the foundation of research for this paper. The city of Las Vegas and surrounding municipalities have varying preservation programs in place. The distinctions between the municipalities historic preservation programs foster little protection for the historic site itself in most cases. Historic preservationists are actively bringing to the attention of government the importance of preservation, and are seeking more and more action on the part of the government to implement historic preservation mandates and protection.

Over the past two decades, great interest has been given to the research of media choice within organizations. However, there is still confusion over which factors influence media choice. This study examined the effectiveness of five media under different conditions in an effort to better understand which factors impact media choice. Through the examination of several theories on communication and media choice, a theoretical model was created to determine if effectiveness is an outcome of media choice. President Clinton created Grand Staircase-Escalante National Monument on September 17, 1996. The Antiquities Act of 1906 gives the president power to establish national monuments on public lands through presidential proclamation. The Act has been used to create national monuments in places such as Muir Woods, Grand Canyon, Mount Olympus, Jackson Hole, and the 1978 Alaskan d-2 lands. Its use has also produced negative public response, manifested as demonstrations, lawsuits, and congressional bills.

The Job Training Partnership Act (JTPA), an education and training program to assist the economically disadvantaged, is one of sixty or more programs Congress is considering consolidating. This program had great success in the late 1980s and early 1990s, but its value and support have been declining. This author examines whether JTPA should continue through a test of three employment theories: discrimination, signaling, and human investment using data from Maine's JTPA program. Findings indicate that while the program can reduce discriminatory barriers and negative signals such as welfare status, it does not consistently succeed as a training investment. Enrollment in …

The success of state efforts to control rising health care costs depends on the incentives contained in the legislative design of regulatory policies and in the administrative capacity and autonomy of state agencies. States have regulated the construction and expansion of health care facilities and services for more than two decades through "certificate of need" (CON) programs designed to limit the diffusion of expensive new medical technologies and to avoid the duplication of health care facilities. The Massachusetts Education Reform Act of 1993 created a number of important changes in public education. In the area of local governance, the act was guided by a corporate model in which authority and responsibilities were reallocated among school committees, superintendents, principals, and newly created school councils. School committees in particular assumed a policymaking role, and superintendents became the chief executive officers of their school districts. This article, based on responses to a mail survey, is an early assessment of the act's governance changes. Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations.
