Boulder City is rich with natural resources such as abundant land, 50% of Hoover Dam's power generation at cheap rates, and a high priority right of Colorado River Water. In addition to low utility rates, Boulder City residents have the lowest property taxes by far compared to other cities in southern Nevada. Unfortunately due to needed infrastructure replacement and new expenses facing Boulder City, such as paying for a portion of the third intake at Lake Mead, revenue is no longer covering the city's expenses.

If organizations are to survive and achieve long-run viability, they must be effective. Yet organizational effectiveness evaluation has been limited by a variety of factors--especially the ambiguity surrounding the concept of organizational effectiveness itself. The long-established approaches used by organizational theorists to define organizational effectiveness have emphasized different perspectives with respect to the organization type and degrees of importance of the various constituency groups comprising the organization. Moreover, definitions of the organization and organizational effectiveness have focused primarily on the dissimilarities among organizations and their constituencies, conceding efforts to identify commonalities . Budget expenditures on payroll are addressed as well as the cost of utilities, resources, and the costs of doing business. One implicated method to help solve these problems is for the use of compressed workweeks. Compressed workweeks are both beneficial to the agencies and the employees. Historically in the United States, there has been little concern about the needs of incarcerated women and their family members, especially children. This began to change with the tremendous increase in the number of incarcerated women. The rate of women’s incarceration increased dramatically during the 1980s and today the number of female inmates continues to rise faster than the number of male inmates. In 1986, 19,812 women were incarcerated in the United States and this number rose in 1991 to 38,796. Today, over 112,000 women are incarcerated in state or federal facilities (Sabol et al., 2007; Snell 1994). While in …

The City of Las Vegas Human Resources Department requested the evaluation team examine the perception of fairness in the promotional selection process as demonstrated by the results of the 2007 Diversity and Inclusion Survey and related complaints from some of the employees. Based on discussions with the Human Resources department and subsequent interviews with other stakeholders, the main focus of the evaluation team covered the strengths and weaknesses of the promotional process and determining the reasons for the perceived preferential treatment in the promotional process as expressed by city employees who responded to the 2007 Diversity and Inclusion Survey. After the retirement of Fire Chief Washington, the Las Vegas City Manager, Doug Selby and the Deputy City Manager, Betsy Fretwell sought input from Fire Department personnel on what qualities they would like to see in a new fire chief. Selby and Fretwell visited all fire department personnel, whether located in a fire station (called "the floor") or in administration. This Honors Capstone Project focuses on community service projects of medical students. Extensive research was done on the types of community service programs that exist in medical schools. The types of programs were divided into four different categories representing the various ways that schools conduct their community service initiatives. Schools may have multiple types of programs, and a combination of any of these programs is offered at many institutions. This project also examines nationally recognized programs and the awards received for excellence in community service initiatives.

Legislative Program Evaluation Conducted By State Legislatures In The United States, John S. Risley

This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

International Aid Evaluation: An Analysis And Policy Proposals, Thomaz Kauark Chianca

Evaluation has been intertwined with international aid work since its inception in the late 40's-early 50's, but it is still an area with considerable room for improvement. If, as is often alleged, evaluations of international development efforts are methodologically weak they are misleading international agencies about the real impact of the sizable amount of resources being spent. A recent study by Chianca, described in this thesis, with a sample of 50 US-based international non-profit organizations (INGOs) illustrates the serious situation of the structure and practice of evaluation in those agencies.

This Article explores crucial analytic and normative limitations in presently dominant and ascendant approaches to legal theory. The approaches' failure to provide a satisfying framework for analyzing the obesity epidemic presently raging undeterred in American society reveals these limitations. Conventional law and economics scholars writing on the subject have deployed familiar frameworks to reach predictable conclusions that are neither intellectually nor morally justifiable. This Article argues that recent theoretical innovations promulgated within the burgeoning law and behavioralism movement have thus far provided no more reliable a framework for legal analysis of the obesity epidemic than has conventional law and economics. …

Recent interest in competition policy performance has typically relied on subjective performance metrics that have undergone little direct scrutiny by users. We examine the quality of the popular World Economic Forum's antitrust performance metric and assess whether it is immune from perception-bias. A bias-free metric is required to ensure cross-country consistency in its intended performance assessment.

We note various instances where the WEF's competition policy performance survey was completed but where there existed neither competition legislation nor an associated enforcement agency at the time. The Center for Responsible Lending projects California local governments to experience a $107 billion dollar decrease in home values and taxable property rolls as a result of subprime mortgage related foreclosures [Lending, 2008]. Due to Proposition 13, property taxes do not account for a substantial portion of local government revenue. They do, however, constitute 53% of statewide K-14 funding, as stipulated by Proposition 98 (Education Revenue Augmentation Fund or ERAF). As a result of ERAF, local governments (defined as counties, cities, schools, and special districts) receive less money through a complex fund shifting process that offsets statewide general fund spending. …
