Socioeconomics has been a factor that exposes the disparities in student achievement across communities within the state of New Jersey, and as a result of the disparities, in 1985, the Education Law Center filed the first ruling of Abbot v. Burke; this case ruled that significant funding be provided in an effort to ensure that underprivileged students within these underperforming districts receive public education in accordance with the state constitution. However, despite the funding efforts, since 1985, (87%) of the 31 school districts identified as Abbott not only remain underprivileged, but they also remain underperforming. This study focused on ascertaining the challenges associated with accessing and utilizing library e-resources by Economics Education students’ in South East NigeriaThe study adopted a descriptive survey research design. Samples were drawn using a purposive sampling technique in selecting four hundred and ninety-two (492) Economics Education students’ from the study area. Data was collected using a validated 4-point Likert rated questionnaire for challenges associated with accessing and utilizing library e-resources (QCAUER) instrument with a reliability coefficient of 0.72. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.

The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. This study examined the effects of unsubsidized federal Stafford loans on six-year degree attainment at 4-year colleges and universities in the U.S., and how these differentially impact students across income groups. For this, nationally representative data from the Beginning Postsecondary Students (BPS:04/09) and the Integrated Postsecondary Education Data System (IPEDS) was merged to analyze N=6,561 students attending n=651 four-year institutions. To account for possible selection bias in loan borrowing and the nested data structure, this study employs a propensity score matching, multilevel modeling approach. Performance funding is a model based on the attainment of designated metrics with the intent on improving student outcomes. High payments and default on undergraduate debt have consequences; they are of national concern if aversion to debt deters students from making optimal postbaccalaureate decisions on postbaccalaureate educational aspirations, enrollment, and early-career occupation. I conducted two semi-structured interviews, near graduation and six months later, with six recent graduates of an HBCU who borrowed at some point in their undergraduate career and were required to complete federal exit counseling. Studying and becoming proficient in Spanish is feasible, affordable, and can be accomplished at Cal Poly in conjunction with a Construction Management major. In a dynamic industry that values versatile employees, where communication is key to success, the capability of speaking Spanish is a substantial value-add in the workforce. Using qualitative and quantitative data analysis, it is concluded that individuals who possess English and Spanish-speaking abilities in the U.S. construction industry can expect a 3 percent wage premium when compared to English-only speakers. Mentoring has been used for centuries as a way for a person to pass on knowledge, skills, or support to a less experienced person. Mentoring in the workplace, however, was not studied until the early 1980s, and then more than a decade later, mentoring was studied in the context of the K-12 teacher workforce. In 2007, the Williamsburg-James City County (WJCC) School Board chose to open a third high school and redistrict the attendance of their public high schools.

I used a measure of racial unevenness to assess what this decision did to racial segregation in the school district. Using the black-white dissimilarity index, I found that the high schools have had increasing racial segregation from 2000 to 2015, with a significant increase due to the new school.

As the WJCC school board, students, and families move forward, they should be careful to measure and address the levels of segregation in the district.
