The composition of the U.S. Defense Industrial Base (DIB) is changing. Within the last decade we have witnessed a decline in the percentage of new entrants, especially among Small Businesses. The Department of Defense’s base of small business participants experienced a drop of 23% from 2015-2021. New entrants provide novel capabilities and increase competition, spurring innovation essential for continued economic and military advantage. Small Businesses represent well over 40% of the Nation’s Gross Domestic Product and have vastly outpaced large firms at a magnitude of 16.5 times as many patents per small firm.

The Department of Defense (DoD) invests over 1 billion dollars annually in Small Business Innovation Research (SBIR) efforts. These SBIR efforts are similar to venture capital investments, where a transition beyond seed funding is considered a success. A baseline study of 2015-2018 Air Force SBIR investments indicates that 8.8% of the efforts secured long-term funding. Current data allows for an assessment of whether or not a project scores long-term funding; however, there is no measurement of whether or not the technology transitions to DoD usage. Purpose:

The aim of this research is to analyze the knowledge transfer process in technological innovation clusters. The problem of the study addresses how organizations can act in a network to enhance experiences and gains, particularly in the aspect of knowledge management.

Design/methodology/approach:

The study is qualitative, applied through a case study, cross-sectional and multiple sources of evidence – semistructured interviews, nonparticipant observation and analysis of documents and secondary institutional data. The case analyzed was the Technology Park of São José dos Campos, in Brazil, involving private companies, governmental organizations, universities and research institutions.

Biological macromolecules including nucleic acids, proteins, and glycosaminoglycans are typically anionic and can span domains of up to hundreds of nanometers and even micron length scales. The structures exist in crowded environments that are dominated by multivalent electrostatic interactions that can be modeled using mean-field continuum approaches that represent underlying molecular nanoscale biophysics. We develop such models for glycosaminoglycan brushes using steady state modified Poisson-Boltzmann models that incorporate important ion-specific (Hofmeister) effects. The results quantify how electroneutrality is attained through ion electrophoresis, spatially varying permittivity hydration forces, and ion-specific pairing. Biocondensates are largely studied with regard to intracellular components, while recognition of the formation of extracellular biocondensates are emerging, such as for cell surface heparan sulfate binding with basic fibroblast growth factor. This study analyzed the formation of biocondensates in vitro between the ubiquitous extracellular component, hyaluronan an anionic glycosaminoglycan, and cationic derivitized polyglucosamines known to bind to mucosal interfaces. The effect of molecular weight and net charge ratio was studied using a combination of microscopy, turbidity, laser diffraction particle sizing and zeta potential measurements.
