This is the first Oregon Nonprofit Sector Report (ONSR). It is co-produced by Portland State University’s (PSU) Institute for Nonprofit Management (INPM), which is part of the Center for Public Service, and the Nonprofit Association of Oregon (NAO). The ONSR team began tracking sector-related data in 2010. In addition to tracking existing data, the team conducted a survey in February 2012 to gather information important to accurate and current sector reporting.

Richard Cornuelle’s Reclaiming the American Dream: The Role of Private Associations and Voluntary Associations (RtAD) has been subjected to numerous interpretations in the more than half a century since its original publication in 1965. In this conference paper, the continuing importance of this work is reconsidered. Several of the issues that Cournelle raised are still important today. Thus, the label Independent Sector offers one possible solution to the continuing question of how to refer to the third sector.

Philanthropy is one of the oldest concepts associated with western civilization. Although it is generally traced to ancient Greece, there is no clear indication where the Greeks got the idea. My earlier paper on Buddhist philanthropy was one of the first published studies in the third sector literature of evidence of Buddhist practices in this area. This unpublished paper explores more fully the history and legends associated with one of the major figures in the Buddhist philanthropic division. Congressional changes to the IRS Whistleblower Program were intended to induce more participation in the program by allowing larger incentives and greater certainty that whistleblowers would be paid. Since the Program was amended, tax whistleblower tips have increased 76 percent1 and revenue collected due to whistleblowers has increased 79 percent.2 Despite a rise in tips and revenue collected, whistleblower payments have not increased. In fact, the number of tax whistleblower awards paid has decreased 44 percent.3 We hypothesize that this trend is due to the administration of the program but also to the interpretation of “collected proceeds.” Collected proceeds are …

· In 2005, the Ohio Grantmakers Forum (OGF), a consortium of philanthropic organizations that includes the Cleveland Foundation, trained its focus on the seemingly intractable problem of improving public education.

· This review, co-chaired by the Cleveland Foundation, culminated in a report, “Education for Ohio’s Future,” which offered recommendations in five areas: systems and structures, standards and accountability, teaching and leadership quality, innovation and choice, and funding.

· In 2008, OGF reached out beyond philanthropists to a diverse array of education stakeholders who developed consensus recommendations on teacher quality and student success.
