江門市居家養老研究報告 = A Research Report On Ageing In Place In Jiangmen City, 嶺南大學-五邑大學居家養老聯合研究創新中心

本研究旨在瞭解江門市”社區居家養老”的狀況及需求，以便當局制定服務，讓長者能在自己最熟悉的地方養老。

硏究採用「量性研究」(Quantitative research method) 的方法，以問卷收集了482位居住在江門市城市、鄉鎮和農村60歲或以上長者的個人狀況和對居家養老的意見。

硏究發現8成以上長者偏好在家養老及覺得其現在居所環境適合養老，但超過一半長者居所的安全性成疑，這包括居所存在鼠患蟲患、住屋光線不足和缺乏維修等。另外，有大約3成認爲社區設施便利性有待提升。

在社交支持方面，超過8成老年人擁有良好的社交支持網絡，出入醫療場所和在生活上遇到難題時能獲得幫忙；少部分無法尋求任何幫助。值得注意的是，尋求正式機構協助的長者不多。

在財務狀況方面，約6成長者主要收入來源為退休金，另外少於半數老年人依靠兒女資助。有部分受訪者依賴存款，政府補貼和勞動收入。受訪者月收入偏低，以1000~4000元爲主，部分沒有任何收人。被訪者的醫療保險覆蓋率接近9成，約有2成人對承擔醫療費用感到吃力。

參與是次研究的受訪者普遍身體狀況和自理能力良好，7成以上滿意當前生活狀態 (包括居所狀況、社會支持、居家安老安排、社區設施及其生活條件)，認爲目前條件能支持他們居家養老。

本研究提出五大建議。第一，雖然目前大部分受訪者滿意當前生活狀態，居家養老服務供給水平仍有改進空間。為應付老年人口急增，政府應加速發展養老業。第二，社區和居家環境需配合長者的身體機能和需要，進行適老化改造，以支持他們在家養老。第三，爲減輕長者醫療費用的負擔，建議政府篩查符合救助標準的長者，提高老年人醫療補貼。第四，為了讓更多老年人能在社區組織中獲得適切的正式服務支持，政府應加大服務購買力度，增加服務名額同時提升服務質素。第五，子女對年長父母的陪伴和依靠是不能缺乏的，但部分子女沒有很好地履行贍養義務。爲增加子女對年老父母的照顧力度，政府應從教育、媒體方面營造社會尊老敬老氛圍。

香港面臨人口高齡化，政府統計處（2020）估計65 歲或以上人口會由2019年的120萬增加至2039年252 萬。長者佔總人口比例亦由18.4%上升至33.3%；而老年撫養比率（65 歲及以上人口相對每千名15 至64 歲人口的比率）將由249大幅上升至508。這意味着社會在撫養和照顧長者, 將會面對更大的壓力。另外，老年家庭人口亦不斷增加, 家庭所有成員均為長者的數目從2006年大約18萬上升至2016年超過30萬（增長67.4%）；獨居長者佔長者人口的比例亦由11.6%上升至13.1% （政府統計處，2018）。面對人口老化﹑雙老及獨居家庭等問題，社區需要有更全面的支持配套，才能使長者有良好的生活質素。

香港「社區照顧」（community care）政策源於政府於1977年發佈的《老人服務綠皮書》，強調居家安老為服務原則。該綠皮書（政府社會事務科，1977，頁5）指出，在社會及財政上而言，最可行的辦法就是提供適當的社會服務以幫助老年人能繼續與社會接觸在一起…當一個家庭在照顧老年人方面感到吃力時，政府便提供各種服務作爲對家庭一種的支持和協助。使老年人能繼續在家庭生活。

儘管政府一直強調「居家安老為本，院舍照顧為後援」，但多年來的資源分佈仍是以院舍照顧服務佔較大比例 （香港政策研究所，2017；羅致光，2018）。政府近年開始作出規劃上的調整，安老事務委員會（2017）於2017年發佈《安老服務計劃方案》建議加大社區照顧服務的比例，將社區照顧服務及院舍照顧服務的名額比率 由2016 年的1:1.3 加大至2031年的1:1.1（安老事務委員會，2017；羅致光， 2018）。因此, 加強「居家安老」政策，將會是政府其中一個安老服務規劃方向。

雖然政府及不同的社福機構在「居家安老」方面都有提供長者服務，但服務主要仍集中在城市，居住鄉村的長者因缺乏資源和渠道，較難得到協助。以居於元朗錦田 的長者為例，公營長者日間護理服務單位，全部位於元朗、天水圍或朗屏市區（社會福利署，2021），與他們的住處有一段距離。此外，針對鄉郊長者情況的「居家安老」服務規劃，亦未有在《安老服務計劃方案》中提及。因此, 本研究選取錦田區的長者作為主要訪談對象, 以了解鄉郊長者的「居家安老」情況。

錦田有悠久歷史，為最早來港定居的鄧氏族人居住地，有相當豐富的歷史建築群（陳天權，2016）。錦田面積龐大，近年開始規劃的錦田南和錦田北，佔地約1,400 公頃 （政府新聞公報，2014），佔元朗區14,430 公頃約一成面積，但人口只有 13,489，佔元朗人口約2% （政府統計處，2017；民政事務署，2021）。政府在錦 田規劃大綱中，仍保留不少地帶作「農業」、「自然保育區」或「鄉村式發展」用途（政府新聞公報，2014，2018）。因此，錦田仍然是本港主要的鄉郊地區之一。

本研究希望了解錦田長者的居家養老狀況和需求，為發展鄉郊長者服務的提供參考 資料。研究團隊探討長者於三個範疇的狀況，包括「社交支持」、「居所及社區支援 服務」和「長期護理服務的認識及意見」，並針對這三部分的發現提供相關建議。

本次研究旨在調查江門市老年人居家養老的現狀，探索服務需要，提升江門市老年人的生活質素。研究採用定性研究方法，對21名城市老人進行了深度訪談，調查日期從2020年7月到2020年9月。在這21名受訪者中，女性是11人，男性是10人；60-74歲的老人有9名，12名老人在75歲以上；與他人同住的老人有10名，11位老人是獨居。

研究檢視了江門市老年人的健康狀況和居家養老方面的需求，包括住房滿意度、社區設施情況、患病者個人護理需要及生活水準、健康資訊獲取方式、社會支援途徑和方式、老年人喜歡的活動、上門服務的選擇情況、社會組織分佈情況、患病老人的經濟狀況、及智能設備使用情況。

根據被訪者的需要，本文從醫療費用、養老中心和活動、可承擔服務、資訊傳遞、智能設備、家用電器及家居維修等六個方面提出了幾點建議，希望可以提升老年人的生活質素，使他們可以在家安享晚年。

職場共融是香港企業社會責任(Corporate Social Responsibility, CSR)的重要一環。職場共融指出僱主需要尊重僱員之間的多樣性，肯定僱員對工作環境的不同貢獻，並提高員工的專業水準。多元的工作場所亦需要接納來自不同背景、膚色、種族、健康狀況、性傾向和性別認同的員工。綜觀香港商業各界，向來少有女性的高層代表。女同志和雙性戀女性更因為其性別和性傾向，在職場晉升中面臨「雙重隱形天花板」(double glass ceiling) 的阻礙。

透過嶺南大學創新及效益基金的資助，並與香港跨銀行同志論壇(The Hong Kong LGBT Interbank Forum)和Lesbians in Finance合作，鄧芝珊博士向正在香港金融和銀行業工作的女同志和雙性戀女性，進行了一項網絡問卷調查與兩次焦點小組訪談。研究旨在探討香港金融服務業當中，女同志和雙性戀女性所遇到的具體挑戰和障礙。

我們發現，只有37%的問卷調查受訪者曾經在職場「出櫃」，亦有23%向部分關係密切的同事「出櫃」。換言之，他們對於在職場「出櫃」一事仍然有重大顧慮。企業內的LGBT+員工亦面對「隱形天花板」的晉升問題，18%的調查受訪者同意、47%有點同意存在著這種限制。問及女同志和雙性戀女性是否比男同志更難在職場上「出櫃」時，32%受訪者同意、46%表示有點同意。27%的受訪者同意、39%表示有點同意「女同志和雙性戀女性難以獲得企業的晉升」。其他結果則顯示，女同志和雙性戀女性在企業環境中難被看見、缺乏指導機會、承受更大壓力和焦慮，且擔憂女同志和雙性戀女性的身份會令她們遭受質疑。相較於順性別的女性僱員，表現陽剛的員工亦明顯要面臨更嚴格的審查。故此，即使有關多元共融的討論，一直是改善香港企業工作環境的議程之一，但在提升女同志和雙性戀女性議題的意識方面，仍然存在不足之處。

When consumers value cognitive consistency between the news they read and policies they support, politicians are induced to make policies that conform to a polarized media landscape which not only depends on user subscription for revenue but also advertisement receipts. 服務學習是香港以及全球不少中學及大學廣為採用、深具成效的一種經驗教學法。透過學生、導師、社區夥伴及教育機構的攜手合作，服務學習帶領學生走出課室去服務社區。學生得以學以致用，服務社區。社區在另一方面給予學生生動實在的教育，同時也受益於學生的服務。

現時針對服務學習的研究普遍著重對學生發展的益處，較少對社區夥伴或所服務社區的影響。其中一個原因是，現已有不少可以量度服務學習對學生學習的影響的工具，但對於有效地量度服務學習對社區的影響仍然存在不少困難，並且缺乏工具。

有見及此，我們希望此「社區影響反饋問卷」能填補這個缺口。此問卷旨於從社區夥伴的角度，去瞭解服務學習對他們以及服務受眾的影響。問卷涵蓋三個範疇並通過三方面評估服務學習對社區夥伴的影響，即：實現機構使命、增加機構資源，及獲得新知識、洞見、想法及技巧。同時亦包括量度服務受眾獲益於服務學習項目的程度、對整體社區影響、社區協作夥伴會否繼續參與及推薦服務學習等題項，藉此取得相關的關鍵績效指標。

此用戶手冊詳細介紹此「社區影響反饋問卷」可以如何使用。附錄亦載有問卷的中譯本。我們希望中譯本能協助更多社區夥伴參與評估服務學習項目對社區的影響，並將他們的經驗轉化成範例，促進服務學習的進一步發展，並為社區帶來更深遠及持續的好處。

The research concerns young middle-class women’s labor practices and experience in cultural and creative industries (CCI) and the formation of labouring subjectivity in the post-2000s urban China, based on text analysis and eight months of ethnographic fieldwork in Shanghai. Tracing women’s work histories throughout the twentieth century in urban China, it is apparent that women’s work has historically been prominently shaped by reproduction. 嶺南大學獲賽馬會慈善信託基金捐助，與本地另外三所老年學研究單位共同推行為期共五年半的「賽馬會齡活城市計劃」。嶺南大學團隊先後在新界及離島四個區域進行研究，採取「由下至上、地區為本」的模式，了解當區居民對「長者及年齡友善」程度的評價及改善社區設施與服務的意見，並協助區議會制定行動方案及加入「世界衞生組織全球長者及年齡友善城市及社區網絡」，使社區有策略地發展成「長者及年齡友善」社區。

同時，培訓社區人才亦是「長者及年齡友善」城市得以持續發展的重要因素。因此，嶺南大學團隊著手總結過去四年多在社區內推行「齡活大使」訓練的經驗，集合眾人之心得，彙編成冊，力求過去的點滴能對未來發展有所啟迪。感謝參與計劃之各大學團隊的合作，及社區單位及參加者的無私分享，才可促成本手冊面世，與社會人士分享。

嶺南校園 : 賞樹札記, 嶺南大學服務研習處

此書的由來，緣於「服務研習藝行大使小組」留意到嶺大校園的建築及樹木同樣具備觀賞價值，遂進行實地考察及資料搜集，設計了嶺大校園建築及樹木導賞路線，並得到嶺大服務研習處推薦，於2015-17年間為中文系「記遊書寫」課程設計及安排校園建築和樹木導賞活動，得到同學們非常正面的回應，之後更有同學參與小組，為校內同學及社區人士提供校園導賞服務。

2017年，「服務研習藝行大使小組」與嶺大服務研習處合作，在賽馬會「關愛．服務．研習@ 屯門」計劃的支持下，配合「記遊書寫」及「創意數碼影像」兩個不同學科的服務研習項目，將有關嶺大校園建築和樹木的導賞資料整理，編寫為《嶺南校園—建築遊賞》和《嶺南校園—賞樹札記》。

《嶺南校園—賞樹札記》介紹共三十二種樹木，其中二十九種在校園核心範圍內。小組將校園分成A至H八區，用實地拍攝的樹木照片作介紹，以提供準確的環境線索去追蹤樹木的位置。各個樹種的介紹內容包括︰學名、科屬、原產地、生長環境、習性、用途、形態特色及一些相關趣味知識，還有一組四句的「觀賞提要」，介紹各樹種獨特之處，「賞樹、識樹」一章則提供了辨認樹種的基本參考資料。

2018-19年度，嶺南大學中文系與浸會大學中醫藥學院，連同嶺南大學服務研習處、浸會大學創新服務學習中心，舉辦全港首次跨學院、跨學科的聯校服務研習計劃。 該計劃。聯校課程為大學教育資助委員會撥款資助之「香港跨院校服務學習師資培訓」計劃 (Project No. PolyU4/T&L/16-19) 的項目之一，結合新聞寫作及中醫食療保健課程，聯繫學生相互學習，並共同推廣服務學習。

在賽馬會「關愛．服務．研習@ 屯門」計劃下，第一年的活動已經完滿結束，此書總結活動成績，以學生的角度，整理出人物故事、機構資料，也有實用的中醫知識和食譜，展示中醫藥多元的資訊。
