Financing Mechanisms For Capacity Improvements At Interchanges, James G. Strathman, Elizabeth Simmons

This report examines the use of alternative local financing mechanisms for interchange and interchange area infrastructure improvements. The financing mechanisms covered include transportation impact fees, tax increment financing, value capture financing, local improvement districts, transportation corporations, state infrastructure banks, local option transportation taxes, fair share mitigation, and transportation concurrency. The financing alternatives are assessed in the context of Interchange Area Management Plans, which are required by the Oregon Transportation Commission, as well as in the context of the Oregon Department of Transportation’s responsibilities under the state’s Transportation Planning Rule.

School District Enrollment Forecast Reports

The Bend-La Pine School District (BLPSD) enrolled 15,898 students in Fall 2009, an increase of 61 students from Fall 2008. This followed a loss of 13 students between Fall 2007 and Fall 2008. These two most recent years are in sharp contrast with the previous 19 years of uninterrupted gains of more than 200 students each year. K-12 enrollment growth averaged about 350 students per year from 1990 to 2000, and about 400 students per year from 2000 to 2007. School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past four years. This study includes forecasts of district-wide enrollment for the 10 years from 2010-11 to 2019-20 and forecasts for individual schools for the five years from 2010-11 to 2014-15. Previous district-wide forecasts only extended for five years; a 10 year forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Exploring Homeowner Opposition To Public Housing Developments, Joanna Duke

This paper examines the beliefs and attitudes of homeowners in two receiving communities of public housing units. Opposition to housing mobility programs is generally attributed to fear offalling property values and increased crime rates. Given the spatial and redistributive nature of the programs, this paper proposes and explores space and liberty-based ideologies as causes ofdormant opposition persisting beyond relocation. Survey data were collected from two neighborhoods where developments containing public housing were located. Results indicate that ideologies about space and liberty are important to understanding receiving community opposition as well as the extent to which members of the receiving community …

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. In market economies, the government acts in many ways. In traditional public finance literature, the government taxes and provides public and merit goods. In addition, it regulates the behaviour of firms and individuals. In the context of market failures such as natural monopoly, high risk situations or long life projects, the government may choose to act as producer. In the past two decades, however, public sector collaboration with the private sector to achieve socio-economic objectives has become widely utilised as a method for the provision of the myriad of services that has come to be expected of governments.

Affordable homeownership is a policy that is often accorded a great deal of policy attention by governments of many countries. This paper aims to examine the market implications of setting a housing price to income ratio target for a market segment by the government. The policy requires active intervention by the government with regard to the targeted sector. The paper uses a simple model of the housing market with a homeownership affordability target to derive the market implications of such targets. Some streets tend to lack a social sense of place. Since the invention of the automotive assembly line and post World War II development, street designs have shifted from centering around people and social situations to vehicular traffi c solutions. Streets are typically not thought of as social places, but rather as a means to effi ciently move automotive traffi c. The environment of these unlivable streets discourages social interaction. The majority of buildings are disconnected from the street with often nothing more than a parking lot.

Obesity continues to be a major public health problem in the United States. As of 2007, 28.8% of adolescents were either overweight or obese. The rise in obesity may, in part, be attributable to declines in physical activity (PA) levels. In 2007, only 34.7% of adolescents met the national PA guidelines. Since PA levels decrease between childhood and adolescence, the middle school transition is a particularly vulnerable period that warrants special attention. In 2003, Somerville, Massachusetts organized an Active Living by Design (ALbD) partnership to promote community- wide active living through promotion activities (maps), policy changes, programs to engage immigrant …

This project broadened course offerings on bicycle and pedestrian transportation by redesigning and expanding an existing, three credit undergraduate/graduate course into a five-credit course that includes an applied lab component. The course was open to graduate and undergraduate students in planning and engineering programs. The PI (Lynn Weigand, Ph.D., adjunct faculty) and Mia Birk, adjunct faculty course instructor, developed the course with the following learning objectives:

• learn principles of bicycle and pedestrian facility design;

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district-wide and individual school enrollments for the 2010-11 to 2014-15 school years. The District enrolled 17,578 students in Fall 2009, a decrease of 150 students (0.8 percent) from Fall 2008. This was the first decline following 22 consecutive years of K- 12 enrollment growth. Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. Adaptive reuse of historic buildings generates many tangible and intangible benefits. These benefits are not limited to the initiator (usually the developer) but are expanded to the community and the local government. This dissertation empirically investigates the role of tax credits in initiators' decisions to reuse religious buildings and their choice of reuse project outcomes, including the federal historic preservation tax credit, the low income housing tax credit, and the new market tax credit. Theses tax credits are the most commonly used tax credits in historic preservation projects. In addition, this dissertation also tests whether or not religious buildings were …
