Financing Mechanisms For Capacity Improvements At Interchanges, James G. Strathman, Elizabeth Simmons

This report examines the use of alternative local financing mechanisms for interchange and interchange area infrastructure improvements. The financing mechanisms covered include transportation impact fees, tax increment financing, value capture financing, local improvement districts, transportation corporations, state infrastructure banks, local option transportation taxes, fair share mitigation, and transportation concurrency. The financing alternatives are assessed in the context of Interchange Area Management Plans, which are required by the Oregon Transportation Commission, as well as in the context of the Oregon Department of Transportation’s responsibilities under the state’s Transportation Planning Rule.

School District Enrollment Forecast Reports

The Population Research Center (PRC) has prepared district-wide and individual school Enrollment Forecasts for the Canby School District (CSD) annually for the past four years. This study includes forecasts of district-wide enrollment for the 10 years from 2010-11 to 2019-20 and forecasts for individual schools for the five years from 2010-11 to 2014-15. Previous district-wide forecasts only extended for five years; a 10 year forecast enhances opportunities for school districts to coordinate long range planning with city and county comprehensive plans, which may extend for 20 or more years. Bus On Shoulder: Local Assessment Of Shoulder Transit Lane For Regional Buses In San Luis Obispo County, Jessica R. Berry

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. Justice research in the field of social psychology has focused primarily on situations involving legal proceedings, dispute resolution, and hierarchal relationships within organizations. This study extends the work of social psychologist Tom Tyler and others to a planning context by demonstrating that participants in a planning process use group-value criteria in addition to control over decisions and decision making processes and the favorability of outcomes to define reactions to their experiences. Some streets tend to lack a social sense of place. Since the invention of the automotive assembly line and post World War II development, street designs have shifted from centering around people and social situations to vehicular traffi c solutions. Streets are typically not thought of as social places, but rather as a means to effi ciently move automotive traffi c. The environment of these unlivable streets discourages social interaction. The majority of buildings are disconnected from the street with often nothing more than a parking lot.

This project broadened course offerings on bicycle and pedestrian transportation by redesigning and expanding an existing, three credit undergraduate/graduate course into a five-credit course that includes an applied lab component. The course was open to graduate and undergraduate students in planning and engineering programs. The PI (Lynn Weigand, Ph.D., adjunct faculty) and Mia Birk, adjunct faculty course instructor, developed the course with the following learning objectives:

• learn principles of bicycle and pedestrian facility design;
• understand integration of bicycle and pedestrian facilities within the right-of-way;

Obesity continues to be a major public health problem in the United States. As of 2007, 28.8% of adolescents were either overweight or obese. The rise in obesity may, in part, be attributable to declines in physical activity (PA) levels. In 2007, only 34.7% of adolescents met the national PA guidelines. Since PA levels decrease between childhood and adolescence, the middle school transition is a particularly vulnerable period that warrants special attention. Suburban multifamily housing is an often overlooked housing typology that is the fasted growing housing market in the country and holds strong potential for achieving smart growth goals in suburbia. This housing type is ubiquitous throughout all regions in the nation, is a widespread example of density in suburbia, and is typically located next to commercial uses. The proximity between suburban multifamily housing and commercial uses creates the potential for nodes of concentrated activity, mixed use, and the possibility of substantial non-auto transport in suburbia. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district-wide and individual school enrollments for the 2010-11 to 2014-15 school years. The District enrolled 17,578 students in Fall 2009, a decrease of 150 students (0.8 percent) from Fall 2008. This was the first decline following 22 consecutive years of K- 12 enrollment growth. Enrollments continued to grow at schools east of I-205 in the Clackamas High School …

Why do America's cities sprawl whereas European cities remain comparatively compact, and what difference do the patterns of urban development make? Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions. Nivola examines two kinds of determinants of urban form: (1) market forces, including those influenced by geography, demographics, and technological change, and (2) public policies shaping national transportation systems, tax policy, educational institutions, and more. He also discusses the implications of the different cityscapes for energy consumption.

Adaptive reuse of historic buildings generates many tangible and intangible benefits. These benefits are not limited to the initiator (usually the developer) but are expanded to the community and the local government. This dissertation empirically investigates the role of tax credits in initiators' decisions to reuse religious buildings and their choice of reuse project outcomes, including the federal historic preservation tax credit, the low income housing tax credit, and the new market tax credit. Theses tax credits are the most commonly used tax credits in historic preservation projects. In addition, this dissertation also tests whether or not religious buildings were …

This case study examined strong quantitative skills, social capital skills, and soft skills of urban college graduates using data from the Multi-City Study of Urban Inequality Household Survey. The urban college graduates lived in Atlanta, Boston, or Los Angeles and had bachelor's, master's, PhD, and professional degrees. Among the three skills only strong quantitative skills was found to be associated with positive and significant returns. Those returns did not emerge because strong quantitative skills were used as a proxy for the ability to perform jobs that require frequent use of mathematics and frequent use of computers. The purpose of this cross-sectional analysis was to determine the importance of spatial accessibility to health care services utilization and to the health status of persons with disabilities. This study utilizes two datasets (Survey of Access to Outpatient Medical Service in the Rural Southeast and Ohio Family Health Survey) to analyze. ArcGIS 9.2 was use to measure spatial accessibility to health care services. Bivariate analysis for health services utilization and health status included t-tests, and Chi-square, as appropriate for the level of measurement. Growth and Structure of Cities Faculty Research and Scholarship

From the mid-nineteenth century, Japanese elites experimented with foreign planning concepts and transformed their cities to respond to the demands of modernization. Even though they faced similar situations, knew about established European techniques, and had large open spaces available, they established planning practices that were different from those of their foreign counterparts, building on the country’s own urban history and form, particularities in landownership, development needs, urban planning techniques, and design preferences. This article highlights, first, key issues of landownership, urban form, and urban development in the Edo period (1603—1867) and provides an overview of the urban transformation of Tokyo …
