Navigating the Future of the Colorado River (Martz Summer Conference, June 8-10)

Competition for scarce Colorado River water resources is nothing new, but the conflicts that prompted the seven basin states to negotiate the 1922 Colorado River Compact have grown considerably fiercer and more complex in recent decades. In 2007, responding to the challenges of increasing demand and sustained drought, the seven basin states and a number of other affected interests agreed to a set of interim guidelines for allocating Colorado River water in the event of shortages. This agreement represents an important evolution in the governance of the Colorado River, suggesting that the many interests in the basin can work together …

This report presents a review of a research effort to evaluate the safety implications of advisory speeds at horizontal curve locations on Oregon rural two-lane highways. The primary goals of this research effort were to characterize driving operations at rural two-lane highway curve locations where advisory speed signs were present, and to determine to what extent these signs play a role in enhancing safety. Placement of advisory speed signs at horizontal curve locations in the State of Oregon is a practice aided by unique and specific state-level policies and, as such, may vary from nationally accepted procedures. A bicycle and pedestrian master plan is a document meant to serve as a guide to staff and decision-makers on how to best develop future bicycle and pedestrian improvements.  It is a comprehensive document that identifies and prioritizes new projects for sidewalks, bicycle facilities, and off-street paths.  It accomplishes this by following these steps:

Transit-oriented development (TOD) is a strategy being used to reduce congestion, provide mode choice, and improve quality of life. A large amount of research has been done on individual aspects of TOD, but research specific to transportation-related benefits of TOD is limited. There is a need for traffic and transit data that is supported by comprehensive resident, employee, and user surveys to demonstrate the interrelationship between land uses, transportation, and socioeconomic and demographic characteristics. Moreover, VMT data at the household level is essential to analyze household travel behavior and the potential for VMT related emissions reduction.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the North Clackamas School District (NCSD) in recent years and forecasts of district-wide and individual school enrollments for the 2011-12 to 2020-21 school years. The District enrolled 17,368 students in Fall 2010, a decrease of 210 students (1.2 percent) from Fall 2009. This was the second consecutive year of decline in enrollment following 22 consecutive years of K-12 enrollment growth between 1986-87 and 2008- 09. This year, for the first …

This paper explores two potential land use planning strategies that can be used to preserve and enhance the economic viability of agricultural operations surrounded by suburban development in Santa Barbara County’s Eastern Goleta Valley: buffers between agriculture and other land uses, and agritourism. In the case of buffers, academic literature is examined to determine how effective buffers are at various tasks (filtering runoff, mitigating dust and wind, providing habitat, etc.) and how to construct buffers to maximize their effectiveness. Widespread but slowing output growth was coupled with much slower improvement in the labor market, where for the first time the region’s unemployment rate edged above the nation’s. The weight of a still-depressed housing market slowed recovery further. It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area.  This type of program model seems to hold the most potential for Guadalupe. The Environmentally Friendly Drilling Systems (EFD) Program, managed by the Houston Advanced Research Center, works to identify, develop and transfer critical, cost effective, new technologies that can provide policy makers and industry with the ability to develop natural gas reserves in a safe and environmentally friendly manner. Funding for the EFD Program is through a grant from the Research Partnership to Secure Energy for America, established under the 2005 Energy Act.
