Dependence on fossil fuels, climate change, and degraded air quality are forcing the auto industry and consumers to seek alternative solutions to the current transportation system. Significant technical breakthroughs are allowing automakers to develop electric vehicles (EVs) that transcend some of the key barriers that limited them historically. Plug in electric vehicles entered the Oregon marketplace in early 2011. A range of reports suggest the demand for EVs will grow rapidly once affordable highway speed vehicles become available. ODOT identified the lack of a reliable network of electric vehicle service equipment (e.g., charging stations) that increases the range of these …

The Oregon Highway Plan’s (OHP) mobility policies guide various planning and programming activities of the Oregon Department of Transportation (ODOT). Among these activities are ODOT’s land use change review responsibilities under the Transportation Planning Rule, as adopted by the state’s Land Conservation and Development Commission. This report examines supplemental transportation performance metrics beyond the volume-to-capacity metric that currently supports OHP mobility policies. Selected supplemental metrics are empirically analyzed using a travel demand model calibrated for a Medford, Oregon study area.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the Ashland School District (ASD) in recent years, "baseline" forecasts of district‐wide enrollment by grade level for the 2012‐13 to 2021‐22 school years and "baseline" forecasts of individual school enrollments for the 2012‐13 to 2021‐22 school years. The forecasts are characterized as baseline because they do not include additional residents of other districts who may enroll in ASD schools as a result of the new open enrollment policy. The Ohio New Establishment Dynamics (O-NED) data set tracks the number of establishments that first started employing people between the second quarter of 1997 and the first quarter of 2008 and measures the employment and payroll data for these new establishments. O-NED enables researchers to measure the growth trends of cohorts of new establishments for up to 5 years after the cohort’s birth. These data are the first publicly available data that document the growth rates of new establishments at the substate level. The finest unit of geography O-NED measures is a county. In consultation with the Central District Health Department, the Community and Regional Planning program conducted a bike share analysis that locates and optimizes the number of bikes and bike share stations for a 2.25-mile radius in the Downtown Boise area. After examining several bike share projects in other cities and studies of their methodologies two analyses from Seattle, Washington and Los Angeles County, California proved helpful in developing the Boise Bike Share Location Analysis. Using GIS optimization analysis to determine the optimal number of bikes and bike stations resulted in 140 bikes and 14 stations as the optimal finding.

This project summary report describes the execution of OTREC Project #298 (Development, Deployment and Assessment of a New Educational Paradigm for Transportation Professionals and University Students). The project is one facet of a multiyear collaboration of the Region X Transportation Consortium that was sponsored by the Federal Highway Administration (FHWA). The regional collaboration aims to shift the traditional paradigm of engineering course delivery to foster a more hands-on approach. The University of Idaho, for example, has created activity-based modules for a traffic signals course, while the University of Washington developed similar modules for a freight systems course. Throughout the United States, metropolitan regions face increasingly complex issues related to transportation and land use. The diffuse nature of decision making creates a need to better coordinate land use and transportation to address issues such as: congestion, infrastructure costs, and greenhouse gas emissions. Key players in this decision making are regional metropolitan planning organizations (MPOs) with transportation planning authority, regional planning responsibilities, and in some cases regional land use planning authority. The purpose of this project was to identify agricultural land use options and opportunities within the Serpentine–Jarrahdale and Murray Shires, with particular focus on the Palusplain wetland section. The report will contribute to the Department of Planning’s natural resource management plan for the region and guide development of regional and local planning strategies. Historically, the Palusplain was a slowly moving, interconnected, seasonal wetland system with areas of higher ground. Extensive clearing and drainage occurred in the late 1800s through to the mid-1900s to facilitate agriculture; however, agriculture has been found to be a major contributor of nutrients to the system. …

This report presents a review of the financial condition of the Cleveland Public Library (CPL) from 1998 to 2010, presents a national scan of how libraries have creatively adjusted to economic conditions, and profiles the challenges of Ohio and national libraries considered as peers to CPL over the past five years. The results suggest that CPL has successfully mitigated impacts from the economic recession due to strong leadership, adequate revenues, controlled expenditures, and frugal financial management of cash reserves. The financial challenge to CPL will be in maintaining its current level of services as the city of Cleveland’s population, and …

This paper examines extraboard operations and management at TriMet, the transit provider for the Portland Oregon metropolitan area. The extraboard consists of a pool of operators who fill open work resulting from absences and other causes. The paper first examines the general performance of the extraboard in filling open work, drawing on seven years of daily operations data from three bus garages. It then presents statistical analyses focusing on open work patterns and the effects of selected work rules on operator utilization and service delivery. Lastly, suggestions are made for improving the efficiency of extraboard operations.

The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. This is the third paper Kresl and Singh have published on this subject. The first was for an OECD conference that was published in 1995. The second was published in Urban Studies in 1999. Hence in this most recent study they can examine urban competitiveness in the US over a period of three decades. Their methodology is distinctive in that it is statistical rather than subjective, as is the case with studies that use a benchmarking or a structural methodology.
