The Fresh Look Milwaukie: Downtown Road Map project was a collaboration between ALIGN planning, City of Milwaukie staff, and over 300 fantastic Milwaukie community members, to plan for an improved Downtown. Through the project, City staff and ALIGN planning identified shared Milwaukie community values and analyzed how those values interact with current Downtown plans, as well as current physical and economic conditions. This document provides recommendations that are accompanied by concrete strategies to support a vibrant Downtown Milwaukie in the short and long-term future. Existing research has identified transportation challenges that low-income workers face, including a spatial mismatch between suburban entry level-jobs and urban low-income workers. These studies rely on travel models and secondary data and thus may not capture the temporal or other constraints that low-income workers experience. To better understand mobility patterns and accessibility as experienced, this analysis considers commute choices and perceptions of accessibility. Findings are based on open-ended surveys with 50 low-income workers in New Orleans and its inner suburbs. According to a sizable share of respondents (40%), transportation problems do not preclude applying to jobs. Black and centrally located …

This study creates a typology of all fixed transit precincts across the United States to categorize all stations as either a Transit Oriented Development (TOD), Transit Adjacent Development (TAD) or hybrid. This typology is based on an index that accounts for density, land use diversity and walkable design. This study also presents a separate non-typological multilevel, multivariate analysis of transit commuting and the built environment, which is unique in that it is the first national study of transit station precincts of its kind to control for both regional and neighborhood level variables. It was developed at the request of Living Cully: A Cully Ecodistrict, an innovative partnership of three community-serving organizations, Hacienda CDC, the Native American Youth & Family Center (NAYA) and Verde. In 2010, Verde established Living Cully as a strategy to introduce new environmental assets into Portland’s Cully Neighborhood. Lombard Street has long been considered a dividing line between neighborhoods where walking is not only unpleasant, but unsafe. With the largest U.S. generation in the midst of retirement, the Baby Boomer cohort is vastly changing the senior housing landscape. As the housing market gradually improves and the development of senior housing chases the increasing demand, Baby Boomers are a highly selective cohort with more buying and spending power than their predecessors, are healthier and more active, and are demanding an unconventional modification of alternative senior housing. The “traditional” senior community is outdated and no longer seen as a viable choice for retirement, and new and innovated models have surpassed the old-fashioned establishments.

This paper considers employment growth and unemployment from 1990-2010 in a cross-section of cities in light of practical tools that city governments have at their disposal to provide relief. In particular, I test educational attainment (both initial levels and growth over time) and public capital investment as influences on job growth and changes in unemployment rates in 83 central cities in the United States. Change in educational attainment over time is suggestive of causing higher job growth and lower unemployment. The implication is that initiatives to attract and retain college-educated professionals and investments in increasing college attainment among incumbent residents …

In this paper I examine the processes and politics associated with the formation of evangelical house churches in Sri Lanka. In doing so, I show how the sacred space of the house church is constructed through the development of sacred networks, which emerge when a group of Christians assemble for prayer and worship. Sacred networks grant the house church an important degree of mobility, but they also encourage church fission. Whilst the house church enables evangelical groups to grow in hostile environments like that of Sri Lanka, it is often a superficial form of growth that is unsustainable in the …

regulations of five Planned Developments in the City. This problem arises

from these regulations being included in a 167-page appendix at the back of

the City’s Development Code. This appendix includes the original approvals

for the Developments. It also includes amendments to those approvals.

These amendments are only added to the appendix. Therefore, changes to

the regulations governing the Planned Developments are not tracked. It
