This document is to accompany the coordinated population forecasts and their corresponding reports prepared by the Population Research Center (PRC).

Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted …

American zoning often gives neighborhoods elective veto power over nearby real estate development. This “neighborhood veto” sometimes artificially reduces housing supply and urban density, thus making housing more expensive and making American cities more dependent on automobiles. This article criticizes the common arguments that neighborhood activists use to restrict development.

Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. On a weekend evening in San Diego’s historic Eclipse district, several buskers capture the attention of passersby as they make their way through the bustling crowds to the nearest restaurant or nightclub. These buskers represent various subcultures within a gentrified entertainment district of urban renewal that caters to the middle class. This ethnographic study aims to examine the cultural politics of busker performances in a highly corporate, gentrified space. Urban sprawl research generally fits into one or more of four realms including definitions, causes, components, and consequences. Although research on consequences continues to thrive, research on components is in its adolescence, primarily due a lack of consensus on definition. Recent studies such as Ewing et al. 2014 have narrowed the list of sprawl metrics to about 20 within four factors including development density, land use mix, activity centering, and street accessibility.

Hunts Point is a notoriously over-planned neighborhood. As the exploration of recent plans on page 15 illustrates, Hunts Point has been both the beneficiary and victim of planning efforts that have left many in the community feeling over-surveyed with inadequate results to show for it. Our client made it clear from the beginning that the community did not need another plan to sit on a shelf. Therefore, the team chose to focus on small-scale, actionable interventions that could be implemented without significant capital outlays. Austerity appears to be a globally coordinated restructuring process, where international and national governments cooperate to stymie economic crisis and socialize the costs of systemic economic failure. However, austerity is also shaped from the bottomup. This paper examines the 2008 bankruptcy of Vallejo, California. This city of under 120 000 people became the first municipal bankruptcy in the Great Recession period. We explore how it became the first to fail. In doing so, we outline the finances of a city whose entrepreneurial activities continued to flounder, making it a good candidate for austerity reforms. However, we also find the city …

This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. The twenty-five Ladies’ Tomb was the collective burial site of female workers who were drowned during a ferry accident on their way to work at export processing zones in Kaohsiung, Taiwan, in 1973. This essay focuses on the renovation of the tomb in the 2000s, and examines the politics of the feminist movement and the politics of memory as they are expressed through the different meanings bestowed on the deceased women. People involved in the renovation process included the Kaohsiung Association for the Promotion of Women’s Rights (KAPWR), the families of the deceased, and the Kaohsiung City government, all of …

Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. The recent interest in performance measures and new bicycle infrastructure development has triggered rapid advancements in monitoring methods for active transportation, but comprehensive monitoring programs for the bicycle mode are far from ubiquitous. This study evaluates the use of GPS survey data and a new crowdsourced volume dataset that may offer promise to extend the reach of limited counting programs. The authors integrated count data from 5 separate trail locations in Austin, Texas, with a previous survey using the CycleTracks smartphone app, and a new data product derived from a larger-scale use of the Strava fitness app. New crowdsourced methods …

Using plants as a basis for exploring the interstices between the human and nonhuman, this thesis investigates ideas of awareness, intelligence, deep time, animism, and the fluctuating human perception of the agency of Nature. It outlines environmental art practices since the 1950s involving vegetal life. In addition, the paper provides a critical analysis of plant perception of Jakob von Uexküll’s work and theories of vital materialism and “critical plant studies” while noting recent studies in plant neurobiology. The skills gap has garnered significant attention in popular discourse, research initiatives and public policy, both in the Portland region and across the country. Simultaneously, fewer and fewer people in the Portland region are earning self-sufficient incomes. The manufacturing and healthcare industries are often cited as promising pathways to self-sufficiency due to shortages of workers in middle-skill, middle-wage occupations. But the magnitude and distribution of worker shortages in these industries is far from certain, and alternative factors to explain hiring challenges—such as employer practices—are supported by some of the evidence. The way students are disciplined teaches them what consequences their actions will have not just in school, but as they grow into adulthood. This project examines the role of the NYPD in city schools and the impact it has on school discipline. It will also look into one school in Far Rockaway whose principal has managed cut suspensions by shifting attitudes towards discipline.
