Urban public spaces are sites of struggles over gentrification. In increasingly diverse cities, these public spaces also host interactions among people of different class, race, ethnicity, and immigration status. How do people share public spaces in contexts of diversity and gentrification? I analyze the conflicting ways of imagining shared spaces by drawing on an ethnographic study of a community garden in a diverse and gentrifying neighborhood in New York City, conducted between 2011 and 2013. I examine how conflicts among gardeners about the aesthetics of the garden and norms of conduct reproduce larger gentrification struggles over culture and resources. Those …

This study compares urban landscapes in the Portland and Los Angeles metropolitan areas at the neighbourhood level by operationalising six smart growth indices and mapping their spatial distribution patterns and time trends. Analysis results show that the two metropolitan areas have both strengths and weaknesses in different aspects of smart growth. Most neighbourhoods in both regions do not excel in all six smart growth measures: they are at the high ends of some smart growth indices but at the low ends of others. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the McMinnville School District (MSD). The study includes analysis of population, housing and enrollment trends affecting the District in recent years and forecasts of district‐wide enrollments for a ten year period from 2015‐16 to 2024‐25 and of individual schools for a five year period from 2015‐16 to 2019‐20.

School District Enrollment Forecast Reports

This report presents a range of three scenarios of district‐wide enrollment forecasts by grade level for the Oregon City School District (OCSD) for the 10 year period between 2016‐17 and 2025‐26. Each enrollment forecast scenario is related to population forecasts that incorporate different assumptions about growth within the District, with the primary differences being the contribution of net migration to the District’s population and age distribution. Individual school forecasts consistent with the middle range scenario are also presented for the 10 year period.

This article describes various perspectives on abandoned houses in urban neighborhoods and the reactions from those perspectives. It notes how conflicting reactions perpetuate the crisis of blight for individual residents and their communities. It argues that real solutions for management of abandonment must be based in local communities and tailored to local conditions. Priority must be placed on consistent maintenance in compliance with local housing and neighborhood health, safety and environmental codes. Housing preservation, rehabilitation, reutilization programs will not succeed without improved and sustained maintenance. Bicycling is a method of tourism transportation that is healthy, non-invasive, environmentally responsible, and economically sustainable. It allows freedom, mobility, and sightseeing potential that is not made possible by other modes of transit. Thousands of bicycle tourists travel from all over the globe annually to explore California on touring bikes via established cycling routes and robust determination. Thousands of additional domestic and international visitors take weekend trips, plan family vacations, travel for business, or tour California from abroad, many of whom are excellent candidates for local and regional bicycle touring at a more gentle intensity level.

By expanding access to retirement savings plans, a state-sponsored program for workers should increase the overall level of participation, and, ultimately, increase retirement fund income. The over 400,000 new enrollees estimated by this study suggests that these programs can have large impacts.

The goal of the Housing Choice Voucher Program is to assist low-income families in renting decent, safe, and affordable housing. Voucher holders are free to select a unit and location that best meets their needs within the guidelines of the program. The Cuyahoga Metropolitan Housing Authority (CMHA), which administers the program in Cuyahoga County, was interested in learning more about how housing choice voucher holders decide where they want to live. Dr. Smaglik is currently working on three separate transportation research projects at Northern Arizona University. This talk will touch briefly on each of the three projects, the concepts behind them, workplans, and expected deliverables. The projects include work with the Oregon DOT on the impact of less than optimal vehicle detection on adaptive control algorithms, development of a ped priority algorithm through a NITC project (as a Portland State subcontractor), and internally funded work on a power harvesting traffic sensor.

This study explored energy-related attitudes and energy-saving behaviors that are no- or low-cost and relatively simple to perform. This study relied on two data sources: a longitudinal but cross-sectional survey of 4,102 U.S. residents (five biennial waves of this survey were conducted from 2002 to 2010) and a 2010 cross-sectional survey of 2,000 California residents. These two surveys contained data on two no- and low-cost behaviors: changing thermostat setting to save energy (no-cost behavior) and CFL installation behavior (low-cost behavior). In terms of attitudes, two attitudinal measures emerged from these data following a Cronbach's alpha and Confirmatory Factor Analysis (CFA): …

Crowdsourcing Cycling Safety And Route Data With The “Orcycle” Smartphone App, Miguel Figliozzi

ORcycle is a new smartphone application (for both Android and iOS) developed by Transportation, Technology, and People (TTP) lab researchers at Portland State University as part of an Oregon Department of Transportation (ODOT) research project. ORcycle collects user, route, infrastructure, crash, and safety data. ORcycle was successfully launched in early November 2014 and presents many improvements over existing or similar apps. Initial data findings and insights will be presented. Lessons learned as well as opportunities and challenges associated with smartphone data collection methods will be discussed. One concrete initiative that many point to is the array of minority contracting efforts whereby minority-owned businesses are supported by various levels of government in ways that are entrenched in both policy and practice. Health risks associated with air pollution uptake while bicycling are often cited as a potential drawback to increased bicycling in cities. This seminar will provide an overview of how roadway and travel characteristics impact bicyclists' uptake of traffic-related air pollution. Specific considerations for planners and designers of urban transportation systems to mitigate risks for travelers will be discussed. In addition, the extent to which bicyclists themselves can unilaterally reduce their pollution uptake will be described. This seminar synthesizes findings from a recently completed doctoral dissertation at Portland State University and from the broader literature.

Physical mechanisms of incongruency between observations and Weather Research and Forecasting (WRF) Model predictions are examined. Limitations of evaluation are constrained by (i) parameterizations of model physics, (ii) parameterizations of input data, (iii) model resolution, and (iv) flux observation resolution. Observations from a new 22.1-m flux tower situated within a residential neighborhood in Phoenix, Arizona, are utilized to evaluate the ability of the urbanized WRF to resolve finescale surface energy balance (SEB) when using the urban classes derived from the 30-m-resolution National Land Cover Database. Large, technology manufacturers tend to dominate the Oregon manufacturing discussion, but as the preceding results show, smaller manufacturers like metalworkers and bakeries can produce large numbers of new jobs, particularly when given technical assistance. The aggregate effect of employment increases from small- and medium-sized firms is large, and contributes to sectors identified as priorities by Oregon’s economic development agencies.

We present a unifying conceptual framework of active travel behavior called the theory of travel decision-making. It integrates seminal travel-related concepts from economics, geography, and psychology with active travel behavior theories and empirical research. The framework abstracts an individual’s thought process around short-term travel decisions and explains the roles of activities, built environment factors, socio-demographics, attitudes and perceptions, and habit. Bicycling is known to produce benefits for cities, in regards to reducing levels of congestion, generating positive health outcomes, and providing affordable transportation options to low-income families. Conventional analysis of urban bicycle commuting does not currently consider the importance of separating migrant, or “newcomer,” bicycle commute use from pre-existing resident bicycle commute use. Nonprofit organizations rely upon volunteers to facilitate their missions of meeting critical community needs. Since 2006, on average, 61.9 million Americans or 26.4 percent of the adult population volunteered every year through organizations delivering 8.1 billion hours of service worth approximately $162 billion to America’s communities (Bureau of Labor Statistics 2012; Corporation for National and Community Service 2010).
