This investigation explores the relative success of Chilean housing policy in addressing and resolving the country’s urban slums. The investigation is grounded in the theory of marginality in Latin America, a theory that argues that the development and industrialization of Latin America in relation to the global north concentrated power in a small but dominant upper class and created social, political and most importantly economic systems that perpetuate the internal and external domination of the region. These relationships result in the permanent conditions of urban underdevelopment and social, political, and economic marginalization present in Chilean slums.

Holder (2013) which invalidated the “coverage formula” of Section 4 of the Voting Rights Act of 1965 bears an eerie resemblance to the spirit of the Civil Rights Cases (1883). Today, the American landscape is more racially and ethnically diverse, yet minority populations have been and will likely be disenfranchised in the Post-Section 4 era. Minority voter participation Post-VRA has experienced some gains but achieving equality in terms of access and civic participation may be compromised. The Voting Rights Act is perhaps the most successful civil rights law ever. Yet while one set of scholars regards the legislation’s success as evidence that it remains necessary and appropriate, another set of scholars regards that success as a sign that the VRA is obsolete and inappropriate. In this article, I argue that disagreement about the VRA stems from two fundamentally different analytical approaches. The antidiscrimination paradigm focuses on how key indicators of political empowerment have progressed since 1965. Recently, the U.S. Supreme Court declared Section 4 of the Voting Rights Act of 1965 unconstitutional, essentially defanging preclearance requirements of Section 5 and leaving racial and other previously disenfranchised minorities unprotected. Using social contract theory as the theoretical framework, empirical field study research was used to examine whether the Voting Rights Act has achieved the results in Mississippi that the Supreme Court’s decision to revoke Section 4 has assumed. Data were collected on race-specific voter registration and voting data, measures of vote discrimination, litigations and Mississippi legislative activity regarding voting rights. South Africa has one of the most active civil societies in the world, with more than 85,000 registered civil society organizations (CSOs). However, the growth of CSOs in post-apartheid South Africa does not necessarily imply that the sector is strong. While it is true that the demise of the apartheid regime increased democratic representation within South Africa, CSOs have experienced a series of institutional challenges which have weakened their organizational stability. This has included increased oversight by the state, inefficient and inconsistent funding from government, fickle demands by private donors, and competition from other sectors. Forest Park Ecosystems Services Inventory: An Exploratory Study, Pablo Barreyro, Jenny Dempsey Stein

This report presents both qualitative and quantitative survey data concerning resident perceptions of ecosystem services in Portland’s Forest Park. Focus group best practices and ecosystem services in urban parks literature are reviewed. Representative focus groups were conducted to ascertain local awareness and understanding of the urban wilderness area’s ecosystem services, identify concurrent challenges and measure interest in a potential interpretive center. Individual surveys were also administered in order to connect issues with demographics and recreational use information. Regression analyses were conducted to examine related park usage, access and economic trends.

This article explores the differences, similarities, comparative advantages and disadvantages between developer funding requirements for Affordable and Work Force Housing in the United States and Spain. Emphasis is placed on impact fees as a revenue source in the United States and value recapture requirements in Spain and in Catalonia in particular. The author concludes that American impact fees provide a broader base for developer funding requirement but that Spanish land value recapture programs offer greater flexibility to planning officials when they are applicable.

Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The first strategy considers successful financial incentives promoting public housing in historic properties within the United States - the Low Income Housing Tax Credit and the Historic Rehabilitation Tax Credit - and proposes how the Catalan government might find seed money to fund …

The purpose of this study was to analyze the effect of the income structure of Islamic banking to Islamic banking business risk in Indonesia.
