Homelessness Research & Action Collaborative Publications and Presentations

Portland State University’s Homelessness Research & Action Collaborative worked with the Joint Office of Homeless Services, Shannon Singleton, and Street Roots to survey people who are living unsheltered to better understand their needs. Because of the racial disparities that we know exist, we set out to create and administrate a survey that would also ask these questions with a focus on people of color.

In all, 383 people took the rapidly deployed and quickly crafted survey over the course of two weeks. Nearly 40% of those surveyed identified as people of color with the highest representation among Black people and …

Lawyers do not reflect the racial diversity in the United States. The legal profession continues to struggle with ways to achieve and maintain racial diversity. Law schools play a critical role in the path to practice, and therefore an examination of the barriers to the profession they created is warranted. This essay critiques the over-reliance on standardized testing in law school admissions and advocates for an open admissions process that prioritizes racial and academic diversity. It suggests that the benefits of minimizing the role of standardized tests far outweigh any perceived costs in legal education. This essay concludes that the …

Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Tax justice and principles underpinning the international tax regime are in vogue. The idea that companies and individuals need to pay their "fair share", not just in the domestic sense but also the international sense, is now a mainstream position. This paper explores the problems relating to what might constitute a "fair share" by setting out what is meant when this expression is used. A reasonable assumption is to consider taxation as the means by which the state funds public services and in some jurisdictions, contributes to greater equality within society. Those goals, however, give rise to competing claims. This …

Multnomah County rests on traditional village sites of the Multnomah, Kathlamet, Clackamas, Bands of Chinook, Tualatin Kalapuya, Molalla and many other Tribes who made their homes along the Columbia River. Despite growing recognition that misdiagnoses of child abuse can lead to wrongful convictions, little empirical work has examined how the medical community may contribute to these errors. Previous research has documented the existence and content of stereotypes that associate race with child abuse. The current study examines whether emergency medical professionals rely on this stereotype to fill in gaps in ambiguous cases involving Black children, thereby increasing the potential for misdiagnoses of child abuse. Specifically, we tested whether the race-abuse stereotype led participants to attend to more abuse-related details than infection-related details when an infant patient was Black versus White. …

Then-Representative Jack Kemp and President Ronald Reagan originated the “safety net” conception of U.S. health and welfare laws in the late 1970s and early 1980s, defending proposed cuts to New Deal and Great Society programs by asserting that such cuts would not take away the “social safety net of programs” for those with “true need.” Legal scholars have adopted their metaphor widely and uncritically. This Article deconstructs the safety net metaphor and counsels against its use in understanding health and welfare laws. The metaphor is descriptively confusing because it means different things to different audiences. Some understand the safety net …

Police brutality and killings of Black Americans have recently sparked nationwide protests. Among the many expressions of anger and indignation, one stands out as a unique feature of this wave of the social movement: public scrutiny of civic symbols. Protestors have defaced, torn down, and called for the removal of monuments that represent our country’s racist past, as well as structural racial injustice today. วิทยานิพนธ์ “การประกาศรายชื่อบุคคลที่มีพฤติการณ์เกี่ยวข้องกับการก่อการร้ายเป็น “บุคคลที่ถูกกำหนด” ตามพระราชบัญญัติป้องกันและปราบปรามการสนับสนุนทางการเงินแก่การก่อการร้ายและการแพร่ขยายอาวุธที่มีอานุภาพทำลายล้างสูง พ.ศ. 2559 : กรณีศึกษาขบวนการแนวร่วมปฏิวัติแห่งชาติมลายูปัตตานี (Barisan Revolusi Nasional Melayu Patani หรือ BRN)” ฉบับนี้ มุ่งศึกษาเพื่อวิเคราะห์สถานการณ์การก่อเหตุความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ ที่นำไปสู่ปรากฏการณ์การก่อการร้ายของขบวนการแนวร่วมปฏิวัติแห่งชาติมลายูปัตตานี (Barisan Revolusi Nasional Melayu Patani หรือ BRN) รวมถึงวิเคราะห์ผลกระทบตลอดจนแนวทางในการประกาศรายชื่อ BRN ให้เป็นบุคคลที่ถูกกำหนดในลักษณะที่เป็นกลุ่มองค์กร ตามพระราชบัญญัติป้องกันและปราบปรามการสนับสนุนทางการเงินแก่การก่อการร้ายและการแพร่ขยายอาวุธที่มีอานุภาพทำลายล้างสูง พ.ศ. 2559 ผลการศึกษา พบว่า การก่อเหตุความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ของขบวนการแนวร่วมปฏิวัติแห่งชาติมลายูปัตตานี (Barisan Revolusi Nasional Melayu Patani หรือ BRN) คือ การก่อการร้าย ตามประมวลกฎหมายอาญาของไทย ซึ่งมีลักษณะความเป็นองค์กรอาชญากรรม ผลจากการประกาศรายชื่อ BRN ให้เป็นบุคคลที่ถูกกำหนด จะเป็นจุดเริ่มต้นในการนำมาตรการบังคับทางกฎหมายมาใช้กับกลุ่มองค์กรที่เกี่ยวข้องกับการก่อการร้าย อันมีผลให้สถานะของ BRN ถูกรับรองอย่างเป็นทางการโดยองค์กรที่ใช้อำนาจตุลาการ (ศาล) ว่าเป็นกลุ่มก่อการร้ายอันส่งผลต่อการระงับการดำเนินการกับทรัพย์สินของ BRN และข่ายงานผู้เกี่ยวข้องสัมพันธ์ มิให้มีการทำธุรกรรมด้วยประการใด ๆ หรือนำทรัพย์สินไปใช้ในการก่อการร้าย แต่หากพฤติการณ์ที่เกี่ยวข้องกับการก่อการร้ายได้เปลี่ยนแปลงไป ยังคงมีกลไกในการเพิกถอนรายชื่อออกจากการเป็นบุคคลที่ถูกกำหนดได้ตามกฎหมาย แนวทางในการประกาศรายชื่อ BRN ให้เป็นบุคคลที่ถูกกำหนด เจ้าหน้าที่ผู้สืบสวนสอบสวนจะต้องพิสูจน์ความเชื่อมโยงของสถานการณ์การก่อการร้ายในเหตุการณ์ต่าง ๆ ว่าเป็นการก่ออาชญากรรมโดยกลุ่มบุคคลในองค์กรอาชญากรรมเดียวกัน อันได้แก่ องค์กร BRN โดยพิสูจน์ทราบให้ได้ว่ามีเหตุอันควรสงสัยและมีพยานหลักฐานอันสมควรว่า กลุ่ม BRN มีพฤติการณ์ที่เกี่ยวข้องกับการก่อการร้ายหรือการสนับสนุนทางการเงินแก่การก่อการร้าย โดยนำมาตรการทางเลือก ได้แก่ ยุติธรรมเชิงสมานฉันท์, ยุติธรรมชุมชน เข้ามาประกอบการดำเนินการทั้งก่อนและหลังการประกาศรายชื่อกลุ่ม BRN เป็นบุคคลที่ถูกกำหนด เพื่อให้การป้องกันและปราบปรามอาชญากรรมก่อการร้ายของไทยมีประสิทธิภาพมากยิ่งขึ้นและเป็นต้นแบบในการดำเนินการกับองค์กรอาชญากรรมก่อการร้ายอื่นๆ ที่มีรูปแบบเดียวกันกับ BRN ต่อไป

The voices of women in re-entry from prison have been muted for many decades. Prior research conducted on men and prison re-entry has been used to shape not only prisons but also the reentry process for women. It is because of this oversight that the gender-specific needs of women in the justice system have gone unnoticed. The objective of this study was to assess the awareness of rural women on breast cancer and its screening methods in Southwest Nigeria. Descriptive cross-sectional survey design with the aid of a semi-structured questionnaire was used to generate data among 422 rural women in selected communities in Egbeda local government area of Ibadan. The qualitative data was generated through in-depth interviews among rural women and key informant interviews among health workers in the communities. The study revealed that only 63.7% were aware of breast cancer screening methods compared to 31.6% who were not aware of it. The commonly known screening …
