Upholding “Triple Real” Vision For Ocean Negative Carbon Emissions To Advance Global Climate Governance, Nianzhi Jiao, Chuanlun Zhang, Tingwei Luo, Jihua Liu

Bulletin of Chinese Academy of Sciences (Chinese Version)

Addressing climate change is a formidable challenge for humanity, and achieving the temperature control goals of the Paris Agreement cannot rely solely on greenhouse gas emission reductions—negative emissions are an inevitable solution. The ocean, as the planet’s largest active carbon reservoir, holds immense potential for negative emissions, yet there is no internationally recognized pathway to realize it. The UNESCO-IOC international program of Ocean Negative Carbon Emissions (ONCE) builds on the original theory of the microbial carbon pump (MCP) and integrates known ocean carbon sequestration mechanisms BCMS (standing for biological carbon pump, carbonate counter pump, MCP, solubility carbon pump) to propose …

Global Science And Technology Governance Policy Instruments In Era Of Great-Power Competition, Xiaolei Sun, Yingjie Sheng, Ying Wang, Jiaofeng Pan

Bulletin of Chinese Academy of Sciences (Chinese Version)

Amid intensifying great-power competition, the global science and technology (S&T) governance landscape is undergoing profound transformation. Traditional S&T policy instrument systems—primarily oriented toward inward capacity building—are increasingly inadequate to address the complex challenges posed by external competition and institutional restructuring. This study systematically examines the functional boundaries and developmental limitations of China’s current policy instrument system, drawing on the global governance experience of U.S. science and technology policy. It breaks through the constraints of inward-oriented policy design by adopting a dual-value framework of “internal capacity strengthening–external rule shaping,” and clearly defines the concept and core characteristics of global S&T governance …

Trust And Robotics: A Multi-Staged Decision-Making Approach To Robots In Community, Wenxi Zhang, Willow Wong, Mark Findlay

Research Collection Yong Pung How School Of Law

With the desired outcome of social good within the wider robotics ecosystem, trust is identified as the central adhesive of the human–robot interaction (HRI) interface. However, building trust between humans and robots involves more than improving the machine’s technical reliability or trustworthiness in function. This paper presents a holistic, community-based approach to trust-building, where trust is understood as a multifaceted and multi-staged looped relation that depends heavily on context and human perceptions. Building on past literature that identifies dispositional and learned stages of trust, our proposed decision to trust model considers more extensively the human and situational factors influencing how …
