This research investigates the institutional constraints shaping the adoption of AI-assisted proposal evaluation in federal ICT procurement, using U.S. Customs and Border Protection (CBP) as a case study. Although AI tools are increasingly used by contractors to generate proposals, their integration into government evaluation processes remain limited. Using institutional theory as an analytical framework, this study examines how regulative rules, normative expectations, and cognitive assumptions jointly reinforce a risk-averse procurement culture that inhibits automation. Adults with intellectual and developmental disabilities (IDD) experience inequities in access to timely, accurate, and understandable information and communication technology (ICT), which increases risk for public health emergency (PHE)-related health disparities and impedes opportunities to achieve optimal health. This study assessed federal COVID-19 webpage accessibility levels and explored existing knowledge of and experience with filing accessibility complaints for federal ICT among adults with IDD. Through a mixed-methods approach, we evaluated compliance with accessibility standards for 18 federal agencies’ COVID-19 webpages (study 1) and interviewed 16 adults with IDD about experiences accessing federal webpages and filing accessibility complaints (study 2). Despite the significant enrollment of students with disabilities in higher education, research and practice rarely center the voices and leadership of these students, particularly in accessibility training efforts. This paper addresses this gap by presenting an autoethnographic study of a digital accessibility training initiative co-led by a student with multiple disabilities. Using a process that combines participatory research and first-person narrative, this study outlines the development and implementation of faculty training on accessibility that centers the experiences of a student with cognitive disabilities. This study examines how elite independent private schools (EIPSs), traditionally associated with privilege, prestige, and exclusivity, articulate their commitments to diversity, equity, and inclusion (DEI) within a highly competitive market. Using Critical Race Theory and Neoinstitutional Theory, this mixed-methods study employs critical discourse analysis (CDA) and corpus linguistics (CL) to explore underlying forces contributing to the observed disjuncture between the ostensive and performative aspects of EIPSs’ DEI efforts. Using the publicly available diversity statements of 31 Bay Area EIPSs, findings reveal that the DEI discourse among these elite schools often reflects market-oriented institutional logics. Mass incarceration policies in the United States have generated the highest incarceration rate in the world, yet many incarcerated individuals have committed nonviolent offenses or been confined because they could not pay fines or fees. Diversion offers an opportunity for justice-involved individuals to avoid conviction and collateral consequences while maximizing public safety, reducing case processing, decreasing overpopulation in prisons, and lowering costs. However, diversion programs do not adequately address financial instability and insecurity that often contribute to criminal behavior. This paper reviews evidence on adult diversion programs and proposes an intervention approach responding to socioeconomic factors contributing to criminal behavior.

Deflection and diversion programs continue to expand as a response to the opioid epidemic. These programs rely on officer discretion for referrals to treatment over arrest. While the number of programs grow each year, little is known about how officers make these discretionary choices. Additionally, little is known about who the community prefers to receive treatment referrals and if officers’ discretionary choices align with community expectations. This project addressed the issue of justice-involved veterans who fail to utilize Department of Veteran Affairs (VA) benefits, increasing their risk of incarceration. The project consisted of distributing a VA Resource Handbook aimed at enhancing veterans' awareness and utilization of VA benefits, thus improving their reintegration outcomes. Using convenience sampling, the project administered pre- and post-intervention surveys to measure changes in awareness, barriers, and benefit utilization among 16 justice-involved veterans. Results indicated a significant increase in veterans’ awareness of VA benefits post-intervention, prompting additional benefit claims submissions. Critical barriers identified included long wait times, insufficient staffing at Monterey County Military …
