Following the collapse of Lehman Brothers on September 15, 2008, the Australian government intervened in its own banking system, both to support domestic depositors and to keep its banking system competitive with those in countries whose regulators had already intervened. On October 12, 2008, the Australian government announced the Financial Claims Scheme (FCS) to insure bank depositors. The deposit guarantee automatically insured depositors at all authorized deposit-taking institutions and covered a range of deposit accounts. As initially announced, the FCS would provide a blanket guarantee to all depositors with no fee for participation. This blanket guarantee, however, prompted a migration …

This paper is an analysis of important considerations for policymakers seeking to establish a market support program (MSP). Our main purpose is to assist policymakers who have already made the decision to use an MSP in designing the most effective program possible. Our insights derive from 23 case studies the Yale Program on Financial Stability produced and existing literature on the topic.

The headline numbers appear to show that even as banks and financial intermediaries suffered large credit losses in the Global Financial Crisis of 2007–2009, they raised substantial amounts of new capital, both from private investors and from government-funded capital injections. However, on closer inspection, the composition of bank capital shifted radically from one based on common equity to that based on debt-like hybrid claims such as preferred equity and subordinated debt. The erosion of common equity was exacerbated by large-scale payments of dividends, in spite of widely anticipated credit losses. This paper surveys 27 account guarantee (AG) programs across 14 Key Design Decisions. The main themes that emerge are: (a) the importance of considering the effects of AG programs on other parts of the financial system or other jurisdictions, (b) the ability to address moral hazard through heightened supervision, which removes a potential obstacle to adopting AG programs in response to the acute phase of crises, (c) the necessity of developing guarantees that are credible and timely, and (d) the need to design standing AG programs with an eye toward how they will function during crises.

This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). The refugee and migrant crises are one of Europe’s most contentious and divisive issues. In particular, Germany is one of the countries most involved in the Syrian refugee crisis. The number of Syrians seeking refuge in Germany is substantial, and it hosts over one million refugees. Germany is also a key participant and stakeholder in the European Union asylum policies. Thus, this thesis examines the responsiveness and effectiveness of asylum proceedings under the crisis-induced from 2015 to 2018. Extension is uniquely positioned to deliver data-driven solutions to complex community issues with University applied research, particularly through crises like COVID-19. Applying the Policy, Systems and Environmental (PSE) framework to community development is an effective, innovative approach in guiding Extension leaders to create, document, and share long-term transformative change on challenging issues with stakeholders. Beyond the public health sector, applying a PSE approach to community development provides leverage points for population-level benefits across sectors. This article describes current public health approaches, methodologies, and how the PSE framework translates to other programs with four examples of high-impact, systems level Extension projects.

The crime and justice field recently started to label a wide array of violence prevention strategies as Community Violence Interventions. Many of these strategies depend on law enforcement and social services, but the most innovative approaches are community-centered and community-sourced. They are grassroots efforts that rely on the resources of neighborhoods and residents themselves, operating separately from law enforcement and traditional human services. During 2008 to 2011, a multi-year influenza pandemic study (ASIAFLUCAP) took place in six Southeast Asian countries: Thailand, Indonesia, Vietnam, Taiwan, Cambodia, and Laos, to analyze their healthcare system capacities and determine appropriate policy recommendations in order that they might be better equipped for future influenza pandemics. This research expands upon that project to see if the countries that implemented higher numbers of ASIAFLUCAP policy recommendations prior to or in the SARS-CoV-2 pandemic fared better than those countries which did implemented fewer recommendations. Groundwater is an essential water resource, accounting for about 40 percent of supply in California and 80 percent in the Central Coast hydrologic region, but significant monitoring data gaps have limited sustainable management efforts. Twenty-four basins within the Central Coast hydrologic region were identified as critically overdrafted in 2014. In July 2021, California became the first state to pass a program which guarantees two meals a day to all K-12 students at no cost. This project examines California’s journey to pass this Universal School Meals Program (USMP) and explores how such a program can provide equity for students. Background: Sexual minority women (SMW) are at greater risk for heavy episodic drinking, frequent marijuana use, and tobacco use than heterosexual women. Because past research has suggested the political and social environment may influence disparities in substance use by sexual orientation, this study examined associations of the U.S. state-level policy environment on substance use by SMW.

This paper examines the effects of the supply chain crisis on the U.S.-China bilateral trade relationship and on the health of the U.S. manufacturing sector. The policy goals and decision making of both the Trump administration and the Chinese Communist Party are examined, it is determined, within the context of the U.S.-China Trade War, that the Chinese Communist Party made more effective long-term policy decisions than the Trump Administration. A Policy Analysis Of The Endangered Species Act, Kendall Beggs

The goal of this thesis was to identify and analyze common characteristics that are shared by recovering species listed in the Endangered Species Act (ESA). NatureServe population data was used to determine which listed species were recovering, and a logistic regression analysis was performed to identify which aspects of the ESA most contribute to recovery. Of the 747 species tested, only 24% had a population that was stable or improving. Time listed and classification group were found to significantly influence recovery, and recovery plan presence and critical habitat designation also increase the odds of recovery.
