The national 15th Five-Year Plan once again emphasizes breaking the four-only criteria. Why is it so difficult to dismantle the four-only criteria? This study argues that an in-depth analysis of the underlying logical relationship between the old label-based evaluation model and the new connotation-oriented quality evaluation model is required to address this question. The study finds that the label-based evaluation model is a rational choice under specific historical circumstances and it has delivered positive effects. During the transition toward connotation-oriented quality evaluation, problems concerning indicators such as academic papers have been well resolved. The overall capability and appreciation of a country’s basic research are not solely determined by the efforts of individual researchers, but also hinge on the country’s scientific and technological institutional mechanisms and policies. This article presents several viewpoints and suggestions from the perspectives of comprehensively and deeply understanding the connotation of basic research, increasing the proportion of investment in basic research, enhancing the stable support for basic research, and the paradigm shift of AI-driven basic research. Deficit-laden language like ‘behavior problem,’ ‘not college material,’ ‘won’t fit in’, ‘not a cultural fit’, operates as a systemic form of implicit bias and microaggression in school settings. Despite decades of research on school belonging and well-being, school psychology has yet to integrate these exclusionary discursive practices into a coherent health-determinant model that also accounts for the current anti-diversity, equity, and inclusion (DEI) policy environment. The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. This dissertation consists of two essays in applied microeconomics, each examining how individuals and institutions respond to policy changes. Both essays leverage natural experiments and recent advances in difference-in-differences estimation to identify causal effects. Both also speak to a common theme in public policy: the gap between intended and actual consequences of government intervention, and the role that policy design plays in shaping those consequences.

This study investigates the disconnect between Egypt's ambitious female labor force participation (FLFP) policy goals in the National Strategy for the Empowerment of Egyptian Women 2030 and the declining indicators since its launch. Applying Van Meter and Van Horn's implementation framework, it analyzes the full policy process using qualitative interviews across government, civil society, and private sector actors involved in the national policy’s design and execution. Findings reveal structural failures, resource shortages, coordination gaps, leadership turnover, and donor-driven fragmentation, intensified by cultural norms and frontline resistance. Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. It proposes a five-dimensional framework covering legitimacy, institutional support, autonomy, functional expectations, and responsibility, and identifies three historical stages from 1945 to 2024, followed by recent policy changes since 2025.The findings suggest a shift from a science-centered, cognition-driven model to a mission-oriented model shaped by national competition and technological capacity.
