Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession). This paper synthesizes research on infrastructure asset management with a focus on equity considerations in bicycle infrastructure. This study examines motor vehicle theft (MVT) trends from 2019 to 2023 in three Central Texas cities—Waco, College Station, and Killeen—using temporal analysis, geospatial hotspot mapping, and make/model data. In Killeen, thefts generally rose over the period, with notable peaks in October and on Mondays. College Station saw an overall decline in thefts but experienced a seasonal spike each March, and Waco’s thefts increased until around 2021 before beginning to fall. Local festivals—such as the Spirit of Texas in College Station and the Heart O’ Texas Fair in Waco—appear to coincide with these seasonal upticks. Hyundais and Kias were most …

Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

Russia justified its irridentist activities through claiming to protect Russian nationals within Ukraine’s borders: language policies within Ukraine appear to be a trigger for Russian antagonism. This study was conducted on six renowned strategic scientists in China using the life cycle theory framework. The research explored the key competency characteristics, growth trajectories, and influencing factors in their growth process. The findings revealed that the capabilities of Chinese strategic scientists encompass four dimensions: scientific metacognition, strategic planning, team coordination, and spiritual leadership. These capabilities exhibit staged development characteristics, including phases of enlightenment, wisdom enhancement, and molding. In 2008, Mitchell was tapped by Timothy Geithner, who was then FRBNY president, to head a new group charged with expanding the communications and community affairs functions. As the COVID-19 pandemic spread in March 2020, global financial conditions tightened considerably. In response, global reserve currency-issuing countries extended bilateral swap lines to select countries. Strong demand for US dollar liquidity among emerging markets led the International Monetary Fund (IMF) to introduce the Short-Term Liquidity Line (SLL) on April 15, 2020. The SLL functioned as a swap lending facility. Unlike other IMF liquidity tools, the SLL was a revolving credit line that allowed countries to repeatedly draw funds and make repayments, with each repayment restoring access up to the approved limit across SLL arrangements.
