For the most prolonged period of time in recent history, American corporations have been experiencing difficulties in dealing with foreign economic competition. Consequently, there has been a growing interest in finding ways to enhance the marketing strength of American firms competing with foreign firms in foreign markets. This is not the first time concern with American firms' competitive strength has been articulated; the Webb- Pomerene Act of 1918 was an attempt by Congress to vitalize American exporting firms. Since 1918, the Webb-Pomerene Act has been the subject of disagreement as to its usefulness and effectiveness in achieving its stated goal. …

The Journal of Sociology & Social Welfare

The idea that human services programs should be evaluated is accepted by most practitioners and researchers. Discussion is about the technical aspects of this research and about how practitioners can be encouraged to utilize evaluative findings in their everyday practice. Emphasis is placed also on the organizational barriers to this utilization. These ideas and issues are found in a growing literature in the social sciences and, increasingly, in the even faster growing literatures in the professions and in the human services, including the social services, medical and health services, criminal justice and the like.

The agricultural industry, because of seasonal nature of crops, is unique in its use of labor. The required labor force fluctuates not only from year to year but from week to week, and day to day. Not as many laborers are required to weed and cultivate as are needed to plant and harvest. Inclement weather reduces the need for workers. The grower in Indiana needs an efficient means for ensuring a supply of labor for each season. The purpose of this project was to trace the developments which led to the utilization of para-profess iona1 persons as service aides in public welfare departments and to examine, in particular, the developments in Oregon at the state and county levels. The establishment of such programs was mandated in the Social Security Amendments of 1967. A review of the 1967 legislation showed the legislative intent to be inconsistent with the stated purposes of the program. This inconsistency, it was found, has been reflected in Oregon’s aide program. The theoretical origins underlying the aide concept were also examined in order to …

California Schools have experienced an unprecedented growth during the past several years. Enrollments in many school districts within the state have more than doubled since the end of World War II.

It took California ninety years to enroll its first million children in school in 1940. It took only thirteen years to enroll the second million in 1953. This study will trace the history and development of a new idea in recreation, that of the Junior Sportsmen’s Club. This program was first worked out by the writer ar Lodi, California, while he was employed by the Lodi Recreation Department, and has in a few short years spread throughout the United States. The writer feels the inasmuch as the project has been an actual field experiment, his study should be of value to other communities or to other leaders in recreation. This provides the reason as well as the justification for this study.
