We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …

Mandatory sentences, and especially those that promote severe detention lengths, have become a popular mechanism in the fight against crime, but are they effective? Certain Sanctions, an adult probation-based sanctioning mandate, is an example of one such mandatory policy that emphasizes harsh sanctions in order to promote reduced future criminality. The philosophy behind such a device fits well into the theoretical framework of deterrence theory in that quick, severe sanctions ought to reduce future criminality. This paper examines a dynamic stochastic economy with a benevolent government that cannot commit to its future policies. I consider equilibria that are timeconsistent and allow for history-dependent strategies. A new numerical algorithm is developed to solve for the set of equilibrium payoffs. For a baseline economy calibrated to the U.S. economy, the capital income tax with the highest social welfare is slightly procyclical, while the labor income tax is countercyclical. Compared with the data, this equilibrium provides a better account of the cyclical properties of U.S. tax policy than other solutions that abstract from history dependence. The welfare cost …

The analysis in this paper is designed to find out whether the vehicle use restriction policy issued by Beijing Municipal Government contributed to a change of air quality in 2014. I analyze both Chinese data and data collected by the U.S. Embassy in Beijing in order to determine whether the type of data used makes a difference to the findings.

The cost difference of a patient getting treated for such an event can be an average of $30,000 depending on which hospital you go to. This article tries to address the problem of a corrupt and broken electoral system that has been captured by special interests through big money spending in political campaigns, while at the same time preserving the spirit of the Free Speech Clause of our Constitution. In doing so, this article first reviews and summarizes the different alternatives proposed as potential fixes for the campaign finance problem. This study investigates perceptions of the Liberian Truth and Reconciliation Commission (TRC), particularly focusing on understandings of, and the links between, truth, justice, and reconciliation. Forty-five semi-structured interviews were conducted at three research sites in Liberia. Findings indicate that although most Liberians agreed with the TRC in principle, most of those who followed its proceedings saw major problems in its implementation, harming perceptions of reconciliation. Participants expressed concerns that the Commission had failed to discover the full truth of wartime abuses, that the truth that was discovered was not told in the right way, and that there had been problems …

Of these policies, the cartel leniency program is the most powerful enforcement tool to regulate cartel activities which expropriate consumer surplus and create social welfare deadweight loss. In 2012, the Ontario Government passed two legislations, one of which was the Accepting Schools Act, strengthening supports for lesbian, gay, bisexual, transgender, or questioning (LGBTQ) students in schools. The other was Toby’s Act, an amendment to the Ontario Human Rights Code including protection from discrimination on the grounds of gender identity and gender expression. This paper provides a case study for information sharing within a public/private not-for-profit partnership organization called ACTRA – Arizona Cyber Threat Response Alliance, Inc.. This initiative is comprised of public and private entities with government agencies as invited guests aligned around the goal of improved response to cyber security events. Technical, political, legal and organizational issues arise when multiple parties attempt to exchange information in a formal setting. Benefits and specific solutions developed are discussed. This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave. FBI crime data show that the number of violent youth arrests declined between 2012 and 2013, with aggravated assaults dropping significantly. Youth arrests peaked in the nineties, began to decline sharply before rebounding in 2006, and dropped again in 2008. This databit looks at violent youth arrest rates based on crime offenses from 1980 to 2013.

This research aims to examine the relationship between population change and college readiness in Nebraska. Nebraska as well as three counties: Box Butte County, Lancaster County, and Scotts Bluff County were used as locations for this study. The process for analyzing the relationship is done in three parts. First, data was collected from the Nebraska Department of Education about high school variables such as teacher characteristics and attendance rates. Next, U.S. Census Bureau data was used to create socio-economic standards for the various locations.
