International development organizations are increasingly attempting to improve the resilience of the communities they serve through their projects in these communities. However, these projects often fail to address key concepts from the resilience theory literature, calling into question their ability to effectively promote resilience. This thesis attempts to locate these gaps in understanding by analyzing proposal documents from projects intending to promote agricultural resilience to climate change. A content analysis approach was used to analyze 55 projects from three international development groups—the Global Environment Facility, the World Bank, and the United Nations Development Program—proposed or completed between 2006 and 2016. …

These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. The “social welfare function” (SWF) is a powerful tool that originates in theoretical welfare economics and has wide application in economic scholarship, for example in optimal tax theory and environmental economics. This Article provides a comprehensive introduction to the SWF framework. It then shows how the SWF framework can be used as the basis for regulatory policy analysis, and why it improves upon cost-benefit analysis (CBA).

Two types of SWFs are especially plausible: the utilitarian SWF, which sums individual well-being numbers, and the prioritarian SWF, which gives extra weight to the well-being of the worse off. Either one of these …

With GDP growth for the 2016 fiscal year reported at 6.7%, it appears that the Chinese economy has departed from the three-decade period in which GDP growth averaged plus-10%. Elinor Ostrom’s Institutional Analysis and Development (IAD) framework has been described as ‘one of the most developed and sophisticated attempts to use institutional and stakeholder assessment in order to link theory and practice, analysis and policy’. But not all elements in the framework are sufficiently well developed. This paper focuses on one such element: the ‘rules-in-use’ (a.k.a. ‘rules’ or ‘working rules’). As there is a widespread perception of legislative gridlock and subsequent failure in addressing national problems in Korea, this study examines what factors influence the legislative success and legislative time of a government-proposed bill in Korea. This study uses government-proposed bills from 1988 to 2016 to estimate the effect of explanatory variables such as divided government, the year of presidential term (one to five year), the presidential approval rate, the unemployment rate, filibusters, jurisdictional area of a bill, and the ratio of members’ bills to government-proposed bills.

I focused specifically on Camp Afflerbaugh-Paige, an LA County juvenile probation facility, in La Verne, CA, as a case study. The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. I use empirical research to explore the contribution of national media to the formulation of policy during the 1999 Kargil War and 2001 Agra Summit between India and Pakistan. Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

“There's all different forms of bullying,” says Steven Gray, a Lakota rancher and former law enforcement officer living in South Dakota.
