This essay is a reflection on my academic career in community and regional planning as well as landscape architecture. That look back over five decades provides the basis about speculation for the future of planning and design. It addresses the major challenges of our time, including social justice and climate change, through the lens of design, ecology, and landscape.

Is The Pandemic Causing A Return To Urban Sprawl?, Richard B. Peiser, Matt Hugel
Journal of Comparative Urban Law and Policy
Urban sprawl is a catch-all term and a scapegoat for everything that is bad about urban growth today, such as congestion, blight, monotony, and ecological destruction. In recent decades, sprawl might have attenuated as America experienced a period of urban revival even as technology made working from home (WFH) and shopping from home possible nearly anywhere. The onset of the COVID-19 pandemic has accelerated the adoption of infrastructures and forced firms to rethink the necessity of workplaces. Retailers have accelerated the pace of online sales and home deliveries by years if not decades. These and other advances have decoupled people …

The Boldness Of Healthy Cities: A Tricky Challenge, Ann Forsyth
Journal of Comparative Urban Law and Policy
How can planning use health more fully to build more visibility, better alliances, and more substantial public support while focusing on important and meaningful change? Unfortunately, healthy cities and communities’ approaches are often on the margins of the planning field, not the center. While most people support making places that can promote health, this can be complicated at times of crisis or constraint when, for example, some may perceive economic health to be in tension with human health. At its best, however, the idea of making healthier places can meld together individual and collective goals. To make health more central, …

Land-Use Planning And Urban Governance: Lessons From The Pandemic, Malcolm Grant
Journal of Comparative Urban Law and Policy
It is a privilege to have been invited to contribute to this festschrift for a scholar whose work I have known and admired for decades. We have explored and debated together many aspects of land-use planning in our respective jurisdictions over that time, including a protracted effort in the 1990s to develop a model for impact fees for the UK planning system. Several other contributors to this festschrift were also part of that team, from which all of us learned a great deal. One is that complex systems of government develop deep resistance to change, and that it often takes …

As rates of urbanization and climatic change soar, decision-makers are increasingly challenged to provide innovative solutions that simultaneously address climate change impacts and risks and inclusively ensure quality of life for urban residents. Cities have turned to nature-based solutions to help address these challenges. Nature-based solutions, through the provision of ecosystem services, can yield numerous benefits for people and address multiple challenges simultaneously. Yet, efforts to mainstream nature-based solutions are impaired by the complexity of the interacting social, ecological, and technological dimensions of urban systems. This complexity must be understood and managed to ensure ecosystem-service provisioning is effective, equitable, and …

Evaluation Of Oregon’S Food Waste Recovery And Reintegration Policy Adoption Through Civic Capacity, Jenna N. Stathopoulos
Student Research Symposium
The US Food System is complex and multi-layered, containing many areas for improvement. My research focuses specifically on the issue area of food waste. On a global and national scale mitigating food waste can seem too large to manage. Containing complexity across multiple sectors and with extended timelines for improvements, it is indeed a wicked problem, a problem which in its complexity is almost impossible to fully distinguish or address with one (or even multiple) solutions. (Rittel, 1973). However, when we look to local, place-based solutions we can develop more realistic and actionable plans. The state of Oregon is equipped …

This book introduces students to the basic concepts of urban studies. It is an interdisciplinary text that was developed for lower-division undergraduate students. The book is organized into thematic chapters that explore different aspects of urban life, such as the environment, housing, and culture. Each chapter introduces a new way of conceptualizing the city, presents core theories and concepts, and provides examples and case studies from cities around the globe to illustrate the ideas presented in the text. At the end of each chapter, there are review questions and a series of interactive field activities where students can apply the …

The Future Of Urban Technology: Exploring Smart Cities And Transportation Through Game Theory And Scenario Planning, Matthew Wilson
Architecture Undergraduate Honors Theses
Technological innovation is occurring at a rapid pace in the world of personal devices. This trend of change has not been able to occur as fast in the city infrastructure. Consumers are curious about the next generation of technology and the integration of artificially intelligent technology in transportation and the urban fabric. In this project, I study the motivations and values of a set of characters involved in the integration and innovation of Smart City Technology. These characters create potential future scenarios of the city from their actions and reactions to specific decisions.
This body of work can provide a …

Findings And Understandings Of 'Home': An Ethnographic Study Of How Homeless People And Displaced Persons Negotiate The Word 'Home'., Abby F Perez
Electronic Theses and Dissertations
This dissertation is an ethnographic study of various meanings of the word ‘home’ and how the word ‘home’ is used by homeless, evicted, and displaced persons, and by the researcher of the study, to negotiate boundaries and relations of power to achieve goals, both moral and material.Scholarly research on home in urban studies and sociology has produced many definitions and meanings of the word ‘home’ and concepts of home, but often neglects to consider the way the word itself is experienced, personally, by individuals and how to make sense of the way these personal experiences relate to official meanings of …

The Underbelly Of Residential Segregation, Bussing To Integrate And The Educational Ramifications: A Case Study Of Louisville Kentucky., Camara Douglas
Electronic Theses and Dissertations
Integration of the American public school system is often examined to figure out if integration worked. This dissertation examined busing to integrate into Louisville, Kentucky. Busing to integrate in Louisville, Kentucky, took place during that 1975-1976 school year. Louisville’s case is somewhat different. Not only did they finally follow federal mandates to integrate, they had to mix two totally separate school systems, one for the county (White) and one from the city (African American). The objectives are: (1) what were the experiences and perceptions of African American students in high school who lived in the West Louisville hyper-segregated neighborhoods and …

Assessing Citizen Attitudes Towards Climate Change, Renewable Energy, And Solar Development In Kentucky., Ryan Patrick Lloyd
Electronic Theses and Dissertations
This study focuses on public attitudes and perceptions of renewable energy development strategy, solar energy, and climate change using a statewide survey in the 23 counties of Kentucky (KY) where solar developments have been installed or will be installed soon. Results indicate a that the public has a complex view of renewable energy development (RED) and how best an energy transition should be carried out, if at all. Solar RED was generally perceived positively by members of the public, with rooftop or household solar being stated as the preferred model of development. Citizens were most concerned over the visual impact …

A Decade Of Car-Cyclist Collisions In Louisville: A Spatio-Temporal Analysis., Elizabeth Ferguson Greenwell
Electronic Theses and Dissertations
This thesis has considered factors of the built environment to discover if cay-cyclist collisions display any patterns that could be used to improve cycling safety. This thesis contains an introduction, a literature review, an overview of the study area and data, a description of the methods, results, and discussion and conclusion section. This thesis is significant because it has been the first study to consider cyclist volume as an explanatory variable of the spatiality of car-cyclist dependence for Louisville, Kentucky. Through descriptive and spatial statistics, trends in car-cyclists were identified. Collisions occur more frequently in the summer, during commute hours, …

The term “brain drain” implies a region’s talent pool fading out, with the “best and brightest” leaving for greener pastures. Plugging the brain drain has become a cottage industry for consultants and non-profits alike. It is arguably the modus operandi of the new Cleveland Talent Alliance, a consortium of economic development agencies whose goal is to grow the region’s talent pool. “It’s important we measure progress and not just activity,” explains one of its leaders .
Measuring progress entails getting a baseline. This Levin Policy Brief—the third in a running series—investigates. The first brief examined Cleveland’s potential to be a …
