This version of a model regulation for Tree Canopy Cover Management has been developed for the purposes of discussion with community leaders, arborists, technical experts, and the development community in Ohio. It has not yet received full legal review and/or endorsement or adoption by any entity.

This model represents a strong departure from traditional tree protection regulations. It does not require protection of any class of trees. Instead it focuses on the stormwater, health and safety benefits of trees in communities over the long term. Quality of the tree living environment is prioritized over tree size and retention. Demands for mechanisms to pay for adaptation to climate risks have multiplied rapidly as concern has shifted from greenhouse gas mitigation alone to also coping with the now-inevitable impacts. It took nearly a decade of sorting out regulatory problems, but by 2011 deregulation of the market for electricity generation in Ohio began to work exactly how economic theory projected it would. Since 2011, a robust retail market for electricity has developed in Ohio. As a result, deregulation of electricity has saved consumers an average of $3 billion per year, for a total of $15 billion over five years. Moreover, it is projected to continue to save consumers nearly that amount for the next five years, through 2020, totaling another $15 billion in savings. Art, Cultural, and Entertainment (ACE) districts are an increasingly popular policy tool, marketing strategy, and targeted cultural investment for neighborhoods, cities, and regions in the United States. Public agencies, private groups, quasi-governmental bodies, and community-based organizations experiment with different types of ACE districts, typically with the intent of economic and community development. Districts are created by a variety of different types of people, from individual entrepreneurs and artists to more formal public/private partnerships.

In 1895, the French polymath Gustave Le Bon published his seminal work, The Crowd: A Study of the Popular Mind, on the behaviour and danger of crowds. For decades after, Le Bon’s theories influenced generations of politicians and their policies. Le Bon was influential at a time of rapid urbanisation, social upheaval and worker organisation. Social order was under threat and it was feared that “the masses” might break with patriarchy, social order and religion.

Dr. Lovell will talk about three projects funded by NASA and the FAA, addressing congestion in the National Airspace System. Dr. Lovell's team developed diffusion-based queuing models of individual airports that could support better building blocks for network-wide congestion models. The advantage of the new models is their flexibility with respect to input distributions. In a study for the FAA, Dr. Lovell's team developed day-of-operations collaboration "languages" suitable for the FAA and individual carriers in order to collectively manage expected airspace disruptions. Finally, he will discuss a study on predictability in the airspace, with a focus on scheduled block times.

To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data. Successful public transit systems increase the value of locations they serve. Capturing this location value to help fund transit is often sensible, but challenging.

This presentation will define location value capture, and synthesize lessons learned from six European and North American transit agencies that have experience with location value capture funding.

The opportunities for and barriers to implementing location value capture fall into three categories: (1) agency institutional authority, (2) agency organizational mission, and (3) public support for transit.
