Richmond Racial Equity Essays: Individual Essays

The author examines the national trend in gentrifying legacy Black cities and neighborhoods across the country (wealthy, white families moving to non-white, predominantly Black neighborhoods). As the city of Richmond undergoes significant transition, achieving racial equity means implementing policies to combat involuntary displacement of Black residents and to preserve the culture embedded within historic Black communities. Creating an equitable Richmond means being intentional about promoting policies that combat involuntary displacement, ensuring that Black households truly have a choice in remaining in their communities and that they can reap the benefits of reinvestment as much as their white counterparts.

School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for the Tigard‐Tualatin School District (TTSD). The study includes analyses of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2021‐22 to 2030‐31 school years. Typically, the most recent October enrollment count is used as a baseline, or “launch” year for enrollment forecasts. However, due to the COVID‐ 19 pandemic, October 2020 enrollment is an anomaly. Looking For Better: A History Of Black Southern Migrations, Selena Sanderfer Doss

Midwest Social Sciences Journal

A broad overview of migrations affecting black southerners is presented, including the Atlantic slave trade, the domestic slave trade, colonization movements to Sierra Leone and Liberia, the Exoduster movement, the Great Migration, and the Return South migration. Emigrants convey their experiences and motivations through testimonies and personal accounts. Surviving the trauma of forced migrations, black southerners organized numerous migration movements both outside and within American polities in search of better opportunities. In the late 20th century, black southerners also initiated a return migration to the American South and have since achieved notable socioeconomic and political progress.

Contemporary art historian, critic, and theorist Georges Didi-Huberman thinks of images not as static objects, but as movements, passages, and gestures of memory and/or desire. For the French “historian of passing images,” as he has been called, “all images are migrants. Images are migrations. They are never simply local” (D2017). Individuals’ residential location strongly affects their personal access to opportunity, such as obtaining sufficient public goods and services. In addition, the neighborhood environment shapes the outcomes of their children when they reach adulthood. One explanation for these neighborhood effects on children is social capital. This study reconceptualizes social capital based on Pierre Bourdieu’s Capital theory (1984; 2011) to resolve unexplained gaps in existing social capital theory and aims to analyze empirically the impact of various forms of neighborhood social capital in childhood on adult outcomes. This multi-site case study uses Policy Implementation Process Examination (PIPE) and a variegated diagram to represent the evolution of interpretations in a human sense-making framework as it relates to Ohio House Bill 410, legislated in 2016. The purpose of the research is to study how implementing agents such as school district personnel respond to legislation and carry out efforts to reduce chronic absenteeism while attending to local conditions. The English Language Arts (ELA) canon has been continuously replicated in K12 education due to the tendency that teachers frequently teach what was taught to them. The COVID-19 pandemic has continued to spread worldwide, threatening people’s health as well as their food security. Yet, empirical research investigating its impacts on food security is scant. Limited attention has been paid to the local food security management implications of an infectious disease pandemic. To narrow these gaps, this study investigated the development of emergency food policies in Wuhan and Nanjing in China and households’ food security, based on a combination of online surveys of household food security and policy document analysis. As the Latinx population in the US continues to grow, new Latin-centric ethnic enclaves are developing in urban areas, including those in US southern states. While there has been some discourse on the role of Latin immigrants in the US labor market generally, there is limited literature addressing the specific experiences of Latinas as inhabitants of urban spaces and the factors impacting their economic sustainability. Latinas, on average, earn $0.54 to every $1.00 a white male earns. Their economic position, combined with their cultural traditions and practices, raises questions about how they achieve economic security in the US. This research …

Understanding immigrants’ travel behavior is important to transportation planners and policymakers working to implement better transportation planning and public policies to serve those needs. The recent changes to the transportation system, specifically, the recent emergence of shared mobility services, such as car‐sharing, ride‐ sharing, and bike‐sharing, may have resulted in changes in how immigrants travel. The growing, global plastic waste crisis is sparking a myriad of solutions from disparate fields. One such end-of-use solution is the application of plastic waste for paving roads. This solution is marketed as a win-win option for plastic waste, use the single-use waste material to pave roads and save money, and simultaneously tackle the accumulated plastic waste. This paper examines the recent history of urban planning policy in and around Portland, Oregon with respect to efforts to enhance local agriculture. Despite recent and ongoing efforts to promote distribution and direct sale of local food products in the city, I argue that the dominant effect of the Urban Growth Boundary (UGB) in place since the 1970s has been to push agricultural production further from the most populous areas of the city. Whereas the UGB at present cannot include areas zoned specifically for agricultural use, I argue that it must reformed to allow for "agricultural reserves" within the boundary. …

This data supports the research project Bi-objective Optimization for Battery Electric Bus Deployment Considering Cost and Environmental Equity and a final report published on NITC’s website.

Dataset collected through multiple sources and organized into different formats including CSV format, JSON format, shapefile and code repository.

Context: The research project develops a bi-objective model that aims to help transit agencies to optimally deploy BEB while considering both capital investment and environmental equity. The unique spatio-temporal characteristic of BEB system, charging limitations (on-route and in-depot charging), and operational constraints are also considered and incorporated into the model.

Cartagena is a South American city whose historical built environment has been recognized as a World Heritage Site due to the preservation of elements of the Spanish military architecture of the 16th, 17th and 18th centuries. This recognition promoted a tourist and real estate boom in the Centro Histórico and, as a result, its inhabitants have faced gentrification dynamics that are expelling them to other areas of the city.
