Homelessness Research & Action Collaborative Publications and Presentations

The U.S. Department of Housing and Urban Development (HUD) requires localities to complete an annual census-style count of people experiencing homelessness in their jurisdictions. This count, called the Point in Time (PIT) Count, enumerates the number and characteristics of individuals and family households who are experiencing homelessness. In 2023, the Portland, Oregon tri-county region collaborated for the first time and jointly created, administered, and analyzed the count data. The Tri-County 2023 PIT Count report presents findings from this first regional count of people experiencing homelessness.

For centuries, the Jewish people have faced expulsions, pogroms, massacres, and Propaganda. that runs so deep it would be like staring into an abyss. This oppression has motivated Jewish activists worldwide to fight back not only on behalf of the Jewish community but for many areas of perceived need. Jewish involvement in social activism in the U.S. has been particularly recognized by scholars of the labor and Civil Rights movements. Targeted, Harassed, And Displaced: The Role Of Discrimination In Oregon Evictions, Alex Farrington, Natalie J. Cholula, Lisa K. Bates

Drawing on focus groups with 101 Oregon tenants who have experienced an eviction since the onset of the COVID-19 pandemic, this report examines the role that discrimination plays in Oregon evictions. As this is not a legal investigation, we do not focus solely on legally-actionable or provable claims. Rather, we include a wide range of tenants’ descriptions of their experiences with unfair, malicious, or prejudicial treatment. We find that many tenants are specifically targeted for eviction or experience prejudicial treatment during the eviction process because of their identity or background. The purpose of this thesis is to explore the interpretation of the Equal Protection Clause by the Supreme Court of the United States (SCOTUS) and how this interpretation can become more intersectional for Black queer women. This question is explored within the scope of two theoretical frameworks: Derrick Bell’s theory of interest convergence and Kimberlé Crenshaw’s theory of intersectionality. This project examines whether any factors compel SCOTUS to be more intersectional in its approach to the Fourteenth Amendment. Women, Animals, Food: Planetary Perspectives On The Non-(Hu)Man, Samu/Elle Striewski

The paper comparatively reads Mahasweta Devi’s Pterodactyl, Pirtha, and Puran Sahay (1995) and Margaret Atwood’s The Year of the Flood (2009) to trace the ways in which both novels show the complex intertwinement of the climate crisis with gender, class, race, subalternity, anthropocentrism, and veganism. Bringing together Gayatri C. Spivak’s notion of “planetarity” with ecofeminist philosophy and literary criticism, the article proposes a planetary ecogender reading of the two texts and their representation of the non-man, non-human, and non-subject. This Essay interrogates the reasoning behind the retrenchment toward LGBTQ rights progress that has taken place since marriage equality. With marriage rights for same-sex couples now "on the books," the Supreme Court's treatment of same-sex couples in both Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Comm'n and 303 Creative LLC v. Elenis reveals the status quo's hesitancy to recognize same-sex relationships on equal footing. Retrenchment, however, only describes the moment itself; it alludes to but offers no comprehensive or satisfying theory that identifies the motives behind the moves. For generations, the African American community has faced many forms of housing discrimination that have created major inequalities in their everyday lived experiences (Lockwood, 2020). As a long-standing natural fiber, wool provides an opportunity for community engagement and reflexive practice. Our process involved sourcing wool from US sheep and wool farms in lower income areas and hands-on textile development, and intersectional reflection. Being at a Hispanic Serving Institution, informed approaches to engage with concepts, such as the “zerosum paradigm” and “Solidarity Dividend” based on Heather McGhee’s NY Times Best Selling book “The Sum of Us.” It explores how racism affects intergenerational wealth among minorities. การวิจัยเรื่อง “แนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง”มีวัตถุประสงค์เพื่อศึกษาปัญหาความปลอดภัยจากอาชญากรรมสำหรับผู้หญิงในกรุงเทพมหานคร สาเหตุของปัญหาในการพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง และแนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง เป็นการวิจัยเชิงผสมผสานระหว่างการวิจัยเชิงปริมาณซึ่งใช้แบบสอบถามเป็นเครื่องมือวิจัย กลุ่มตัวอย่างคือผู้หญิงวัยทำงานที่อาศัยอยู่ในกรุงเทพมหานคร (อายุ 20 – 59 ปี) จำนวน 400 คน ร่วมกับการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลสำคัญ 4 กลุ่ม ได้แก่ หน่วยงานที่เกี่ยวข้องกับการปฏิบัติงานด้านการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง นักวิชาการและผู้เชี่ยวชาญด้านเมืองปลอดภัยจากอาชญากรรม องค์กรสาธารณะประโยชน์ด้านความปลอดภัยของผู้หญิง และผู้หญิงที่อาศัยอยู่ในกรุงเทพมหานคร รวม 13 คนผลการศึกษา พบว่า ผู้หญิงที่อาศัยอยู่ในกรุงเทพมหานครมีผู้เคยตกเป็นเหยื่ออาชญากรรมโดยตรง 3 ประเภท ได้แก่ อาชญากรรมทางเพศ อาชญากรรมต่อทรัพย์สิน และอาชญากรรมต่อชีวิตและร่างกาย ส่วนใหญ่มีการแจ้งความที่สถานีตำรวจ โดยสถานที่ที่พบอาชญากรรมมากที่สุด คือ ตรอก ซอย ถนน รองลงมาคือที่อยู่อาศัย และรถโดยสารสาธารณะ ส่วนใหญ่ได้รับแจ้งข่าวเหตุอาชญากรรมทาง Social media ซึ่งผู้หญิงต้องการให้แก้ไขปัญหาด้วยการติดตั้งกล้องวงจรปิดและไฟฟ้าส่องสว่างให้ครอบคลุมทุกพื้นที่ เพิ่มกำลังตำรวจในการตรวจตรา และแก้ไขกฎหมายให้มีบทลงโทษที่รุนแรง โดยสาเหตุของปัญหาในการพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิงเกิดจากอำนาจหน้าที่ของกรุงเทพมหานครมีจำกัด ศักยภาพและผู้ปฏิบัติไม่เพียงพอ การเติบโตของเมืองที่ส่งผลต่อการบริหารจัดการ การบูรณาการระหว่างหน่วยงานไม่เข้มแข็ง ประชาชนขาดความเชื่อมั่นในกระบวนการยุติธรรม สังคมขาดการสร้างความตระหนักรู้ถึงความปลอดภัยจากอาชญากรรม นโยบายรัฐด้านการดูแลความปลอดภัยจากอาชญากรรมสำหรับผู้หญิงไม่ชัดเจน และทัศนคติทางสังคมมองว่าผู้หญิงถูกล่วงละเมิดเป็นเรื่องน่าอาย โดยมีแนวทางการพัฒนากรุงเทพมหานครสู่เมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิง 6 แนวทาง เรียกว่า “IT-4E” ประกอบด้วย การบูรณาการการทำงานร่วมกัน (Integration) การนำเทคโนโลยีมาสนับสนุนการพัฒนาเมืองให้ปลอดภัย (Technology) การบังคับใช้กฎหมายอย่างมีประสิทธิภาพ (Enforcement) การสร้างสภาพแวดล้อมที่ดีและปลอดภัย (Environment) การให้การศึกษาและความตระหนักรู้ด้านภัยอาชญากรรม (Education) และการมีส่วนร่วมของประชาชนและชุมชน (Engagement) ซึ่งจะช่วยให้การพัฒนากรุงเทพมหานครให้เป็นเมืองปลอดภัยจากอาชญากรรมสำหรับผู้หญิงประสบความสำเร็จ

The United States was founded during and built through the use of American chattel slavery, a form of slavery which involved hypodescent, was usually lifelong, and was based on the concept of Black inferiority. Because of the circumstances of this country’s creation, the United States cannot exist separately from the long-term effects and legacy of enslavement, thus resulting in the condition of Post Traumatic Slave Syndrome (PTSS). People tend to underestimate others’ environmental values, including when judging the values of minority-status groups. Using a large national sample (N = 5110), we test whether these misperceptions extend to concern about climate change in Australia, and differ depending on immigrant status, ethnicity, and where one is located (i.e., in or outside capital cities). We also examine the consequences of misperceptions for self-efficacy and pro-environmental behaviour. We find personal climate concern is high, but perceptions of others’ concern is lower. Immigrants and Australian-born participants have similarly high concern, but both groups underestimate how concerned immigrants are. Southern-Central-Asian identifiers are the …

This chapter unearths some of the diverse attitudes towards Spanish of a third-generation child in Los Angeles (L.A.), California, her family members, and school personnel. L.A. is a tension-ridden contact zone (Pratt, 1991) where Spanish has traditionally been subjugated and is still a lesser-taught language (LTL) despite decades of research showing that bilingual education positively impacts student attitudes (Potowski & Muñoz-Basols, 2020). Lack of continuity (Caloi & Torregrossa, 2021) in formal instruction and inconsistent heritage Spanish use in the home may entail divergent attitudes towards Spanish, possibly hindering multigenerational transmission. Residential eviction cases can be filed in two court types in Oregon, circuit courts and justice courts. Up until now, statewide research on evictions has only included filings in circuit courts, because those court records are accessible through a centralized online database run by the judicial department. Eviction cases can be filed in fourteen justice courts in Oregon. Because each justice court maintains their court’s records onsite, these eviction cases have previously been invisible to researchers and policymakers.
