การวิจัยเรื่อง “การมีส่วนร่วมของอาสาสมัครรักษาดินแดนในการป้องกันอาชญากรรมในพื้นที่ อำเภอสุไหงโกลก จังหวัดนราธิวาส” มีวัตถุประสงค์เพื่อศึกษาบทบาทของอาสาสมัครรักษาดินแดนเกี่ยวกับการปฏิบัติหน้าที่ ในอำเภอสุไหงโกลก จังหวัดนราธิวาส ปัญหาและอุปสรรคของอาสาสมัครในการมีส่วนร่วมในการป้องกันอาชญากรรมร่วมกับหน่วยงานความมั่นคงในพื้นที่ อำเภอสุไหงโกลก และเพื่อเสนอแนะแนวทางการเพิ่มประสิทธิภาพของอาสาสมัครรักษาดินแดนในการมีส่วนร่วมกับหน่วยความมั่นคงในพื้นที่ อำเภอสุไหงโกลก ในการป้องกันอาชญากรรม การวิจัยนี้ใช้ระเบียบวิธีวิจัยแบบผสมผสาน ทั้งการวิจัยเชิงปริมาณและเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ อาสาสมัครรักษาดินแดน ในอำเภอสุไหงโกลก จังหวัดนราธิวาส จำนวน 202 ราย และผู้ให้ข้อมูลสำคัญในการสัมภาษณ์จำนวน 8 ราย เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสอบถาม และแบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลเบื้องต้น คือ สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย สามารถแสดงรายละเอียด ดังนี้ 1) บทบาทของอาสาสมัครรักษาดินแดน อ.สุไหงโกลก จ.นราธิวาส ด้านการรักษาความสงบเรียบร้อย พบว่า มีการปฏิบัติอยู่ในระดับมาก ข้อที่มีค่าเฉลี่ยสูงสุด คือ การเฝ้าระวังภัยคุกคามด้านความมั่นคง 2) บทบาทของอาสาสมัครรักษาดินแดน อ.สุไหงโกลก จ.นราธิวาส ด้านการบริการ พบว่า มีการปฏิบัติอยู่ในระดับมาก ข้อที่มีค่าเฉลี่ยสูงสุด คือ บทบาทในงานจิตอาสาพระราชทานและงานอื่น ๆ ที่เป็นการให้บริการสาธารณะ 3) ปัญหาและอุปสรรคของอาสาสมัคร ด้านการจัดการภายในองค์กร พบว่า อยู่ในระดับปานกลาง ข้อที่มีค่าเฉลี่ยสูงสุด คือ การขาดแคลนงบประมาณและวัสดุอุปกรณ์ 4) ปัญหาและอุปสรรคของอาสาสมัคร ด้านสภาพแวดล้อมภายนอกองค์กร พบว่า อยู่ในระดับปานกลาง ข้อที่มีค่าเฉลี่ยสูงสุด คือ การขาดความร่วมมือในการทำงานจากภายนอกองค์กร 5) การวิเคราะห์ข้อมูลเชิงคุณภาพ สามารถสรุปข้อมูลในภาพรวมได้ว่า ในประเด็นบทบาทด้านการรักษาความสงบเรียบร้อย อาสาสมัครมีการปฏิบัติงานเพื่อเฝ้าระวังภัย โดยเน้นเรื่องผู้ก่อความไม่สงบเป็นสำคัญ ส่วนบทบาทในด้านการบริการ จะเน้นไปที่การอำนวยความสะดวกให้กับเจ้าหน้าที่ทหารและตำรวจที่ปฏิบัติหน้าที่ในพื้นที่ สำหรับปัญหาและอุปสรรคที่เกิดขึ้นในการทำงานของอาสาสมัคร จากการสัมภาษณ์ พบว่า มี 5 ประเด็นหลัก ได้แก่ ปัญหาด้านการบังคับใช้กฎหมาย, ปัญหาด้านสวัสดิการของอาสาสมัคร, ปัญหาการขาดแคลนงบประมาณและวัสดุอุปกรณ์, ปัญหาด้านการขาดความร่วมมือในการทำงานภายนอกองค์กร และปัญหาด้านความปลอดภัยในการทำงาน ซึ่งเป็นไปในทิศทางเดียวกันกับข้อค้นพบที่ได้จากการวิจัยเชิงปริมาณ สำหรับแนวทางการเพิ่มประสิทธิภาพการมีส่วนร่วมของอาสาสมัครรักษาดินแดน จะต้องมีความสอดคล้องกับลักษณะปัญหาที่เกิดขึ้นภายในพื้นที่ …

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหา รูปแบบ ปัจจัยที่ส่งผลต่อการเกิดปรากฏการณ์ล้มทั้งยืน (Rug Pull) ซึ่งเป็นอาชญากรรมบนเทคโนโลยีการเงินแบบกระจายศูนย์ (DeFi) เพื่อสร้างความเข้าใจให้แก่สังคมและนำไปสู่การแสวงหาแนวทางป้องกันที่เหมาะสม ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ด้วยการบูรณาการการวิจัยเชิงเอกสาร การสังเกตแบบชาติพันธุ์วรรณาดิจิทัลและการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญของหน่วยงานรัฐ หน่วยธุรกิจและตัวแทนนักลงทุนสินทรัพย์ดิจิทัล จำนวน 16 ราย ผลการศึกษา พบว่า ปรากฎการณ์ล้มทั้งยืน (Rug Pull) เป็นอาชญากรรมไซเบอร์ที่อาศัยความน่าเชื่อถือและความปลอดภัยของ DeFi เจตนาหลอกลวงให้นักลงทุนนำสินทรัพย์ดิจิทัลมาฝากในแพลตฟอร์ม จากนั้นเกิดสถานการณ์ทำให้นักลงทุนสูญเสียเงินลงทุนบางส่วน หรือทั้งหมด หรืออาจจะไม่ได้รับผลตอบแทนตามที่กล่าวอ้าง ด้วยสภาพปัญหา 4 ด้าน คือ 1) ด้านโลกาภิวัตน์ ผู้ใช้งานสามารถทำธุรกรรมโดยไม่ระบุตัวตนของคู่สัญญาด้วยความรวดเร็วผ่านระบบนิเวศ DeFi การระบุพื้นที่ หรือเขตอำนาจศาลในการลงโทษผู้กระทำผิดจึงเป็นไปด้วยความยากลำบาก 2) ด้านสังคมความเสี่ยง เกิดขึ้นการจากนำเทคโนโลยีสมัยใหม่ที่มีความซับซ้อน โดยมีสัญญาอัจฉริยะเป็นกลไกหลักในการควบคุมเงื่อนไขต่าง ๆ 3) ด้านกฎหมายและหลักเกณฑ์ที่เกี่ยวข้อง ไม่มีตัวกลางในการกำกับดูแล ทำให้ขาดการตรวจสอบและประเมินความเสี่ยงจากภาครัฐ เมื่อมีความเสียหายเกิดขึ้นจากการฉ้อโกง หรือให้บริการที่ไม่เป็นธรรม จึงไม่ได้รับการคุ้มครอง และ 4) ด้านความร่วมมือระหว่างประเทศ ซึ่งขาดกระบวนการส่งต่อ หรือรับข้อมูลสำคัญที่จะนำมาใช้ในการติดตามตรวจสอบ สืบหาตัวผู้กระทำผิด ทั้งนี้ ปรากฏการณ์ล้มทั้งยืนสามารถเกิดขึ้นได้ 3 รูปแบบ คือ 1) การขโมยสภาพคล่อง 2) การจำกัดการซื้อขาย และ การลากและทุบ โดยมีปัจจัยที่ส่งผลต่อการเกิดปรากฎการณ์ล้มทั้งยืน 3 ปัจจัยหลัก คือ 1) เกิดจากผู้ที่มีความสามารถในการก่ออาชญากรรม 2) เกิดจากนักลงทุนสินทรัพย์ดิจิทัล และ 3) เกิดจากขาดผู้พิทักษ์ที่มีความสามารถ ทั้งนี้ แนวทางการป้องกัน ได้แก่ การพัฒนาการกำกับดูแลและการบังคับใช้กฎหมายที่เกี่ยวกับสินทรัพย์ดิจิทัลบน DeFi ที่เป็นสากลและชัดเจน การสร้างเครือข่ายเพื่อเผยแพร่องค์ความรู้และสร้างความตระหนักเกี่ยวกับความเสี่ยงในการลงทุนสินทรัพย์ดิจิทัลบน DeFi การส่งเสริมให้มีการศึกษาวิจัยและพัฒนาเครื่องมือ หรือกลไกการป้องกันฯ ให้มีประสิทธิภาพ การออกมาตรการกำกับดูแลผู้ให้บริการตรวจสอบสัญญาอัจฉริยะ (Smart Contract Security Audit) สำหรับแพลตฟอร์ม DeFi และการสร้างกรอบความร่วมมือระหว่างประเทศกับหน่วยงานบังคับใช้กฎหมายและผู้ให้บริการสินทรัพย์เสมือน (VASP) เพื่อป้องกันไม่ให้ประชาชนตกเป็นเหยื่ออาชญากรรมไซเบอร์รูปแบบใหม่ ซึ่งจะสามารถลดช่องโอกาสของการเกิดปรากฎการณ์ล้มทั้งยืน (Rug …

การพัฒนาแนวทางปฎิบัติงานด้านการติดตามคนหายและพิสูจน์ศพนิรนามในประเทศไทย, วีรวรรณ ลำดับศรี

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาการปฏิบัติงานด้านติดตามคนหายและพิสูจน์ศพนิรนามและวิเคราะห์แนวทางปฏิบัติงานด้านการติดตามกรณีคนหายและพิสูจน์ศพนิรนามในประเทศไทย และพัฒนาแนวทางปฏิบัติงานด้านการติดตามกรณีคนหายและพิสูจน์ศพนิรนามในประเทศไทย โดยใช้การวิจัยเชิงคุณภาพด้านวิธีการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ จำนวน 11 คน ประกอบด้วย กลุ่มบริหารงานยุติธรรม จำนวนทั้งสิ้น 4 คน ได้แก่ ผู้ทรงคุณวุฒิจากสำนักงานตำรวจแห่งชาติ จำนวน 1 คน ผู้ทรงคุณวุฒิกรมสอบสวนคดีพิเศษด้านการสืบสวนสอบสวน จำนวน 1 คน และ ผู้ทรงคุณวุฒิจากสถาบันนิติวิทยาศาสตร์ กองคนหายและพิสูจน์ศพนิรนาม กลุ่มบริหารจัดการวัตถุพยาน จำนวน 2 คน กลุ่มนักวิชาการ จำนวนทั้งสิ้น 2 คน ได้แก่ นักวิจัย/นักวิชาการด้านการสืบสวนสอบสวนการรวบรวมพยานหลักฐาน และกลุ่มภาคประชาสังคม จำนวนทั้งสิ้น 5 คน ได้แก่ ตัวแทนจากภาคประชาชน จำนวน 3 คน ตัวแทนจากสื่อมวลชน จำนวน 1 คน และตัวแทนจากองค์กรพัฒนาภาคเอกชน ได้แก่ มูลนิธิกระจกเงา จำนวน 1 คน จากผลการศึกษาสภาพปัญหากรณีบุคคลสูญหายและพิสูจน์ศพนิรนามในประเทศไทย ประกอบด้วย 8 ด้าน ดังนี้ 1 ด้านกฎหมาย 2) การสอบสวน 3) การสืบสวน 4) การเข้าถึงกระบวนการยุดิธรรมของผู้เสียหาย 5) ด้านความเป็นอาชญากรรม 6) ด้านการเข้าถึงกระบวนการยุติธรรมของผู้เสียหาย 7) ด้านการสืบค้นข้อมูลผู้สูญหายและศพนิรนาม และ 8) ด้านความหลากหลายของรูปแบบและพฤติการณ์ของคนหายและพิสูจน์ศพนิรนาม ทั้งนี้แนวทางการแก้ไขควรมีการจัดตั้งศูนย์รับแจ้งที่มีอำนาจหน้าที่ตามกฎหมายอย่างแท้จริงเพื่อให้เกิดความสะดวกรวดเร็วในการทำงาน ดำเนินการรับแจ้งคนหาย และกำหนดแนวทางการปฏิบัติงานของเจ้าหน้าที่ให้ไปในทิศทางเดียวกัน และเป็นประโยชน์สูงสุดในการอำนวยความยุติธรรมแก่ประชาชน

Healthcare inaccessibility through direct exposure (i.e., personal) to myriad forms of gender identity-related discrimination and erasure among the Transgender and Gender Independent (TGI) population has been documented by prior studies. The myriad barriers that individuals who embody TGI identities encounter to accessing healthcare are associated with the underutilization of healthcare, which may further exacerbate the health disparities that exist between this population and cisgender individuals in the United States (U.S.). Central Appalachia specifically and rural extractive areas more generally face some of the most challenging socio-economic realities in North America. Community-based organizations (CBOs) are an important tool for addressing these challenges. As governments intensify efforts to mitigate climate change, and as fossil-fuel industries contract, extracted communities are experiencing economic, cultural, and environmental upheaval. Many leaders call for a “just transition” away from fossil-fuels, which would make local extraction communities whole. However, achieving a truly just transition away from fossil fuels is extraordinarily challenging, and many extracted communities were never whole to begin with. Contemporary fundraising practices are also challenging antiquated hegemonic ways of philanthropy and are critically examining the practice from within. Among many things, this entails diversifying the historically White-female dominated fundraising workforce. African American Women (AAW) make up less than 15% of the female population in the United States but account for over 50% of new HIV diagnoses among females. This largely preventable health disparity can be mitigated by advocating and prescribing Pre-exposure Prophylaxis (PrEP), a preventive HIV medication, to persons at risk. Despite advances in medication options, there are less than 13% of Black people who could benefit from having been prescribed PrEP, and limited research and promotion on the effectiveness of PrEP for AAW. This research is an experiment in perspective. Using the four commonplaces (Schwab, 1978), I practiced letting the Savannah River teach me what there is to know about the water, the land, the people, and the other entities that depend on ki through artistic, ethnographic, and ecopedagogical lenses. The ethnographic findings describe the social actors that depend on ki and give a voice to the River. The a/r/tographic findings display the River on a canvas map through two hundred years using paint, clay, photography, video, abstract acrylics, and fabric. In the wake of the Great Resignation, employers are desperate to recruit and attract employees (Fanning, 2021). Women employees tend to enhance organizational performance, and as younger employees make up a substantial portion of the workforce, organizations should position themselves to attract younger women employees (McKinsey & LeanIn, 2021; 2022).
