In Michigan, environmental issues, such as invasive species, are not geographically constrained, affecting citizens throughout the state. Regulations and management plans organized by scientists and officials are intended to address issues statewide, but these policies may not adequately tackle the threat from invasive species as it impacts different parts of the state at different times. Participation and contributions from citizens can offer insight into the impacts and changes non-native species have on the local ecosystem. Mapping Dissent: The Responsibility To Protect And Its State Critics, Patrick Quinton-Brown

Addressing dissent, also known as ‘rejectionism’, will broaden and deepen the global consensus on the Responsibility to Protect (R2P) principle. However, how should scholars understand the objections raised by state critics? To answer this question, I analyse R2P opposition as presented in official UN transcripts, voting records, and resolutions. The article reveals that six related themes of dissent exist with varying degrees of emphasis amongst opponents. Conventional depictions of R2P opposition, such as the absolute sovereignty or North vs. South explanations, are therefore inadequate representations of the diverse range of arguments employed by dissenters. Challenging economic conditions have led local governments to explore alternative methods to deliver public services to residents. This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. Through an e-survey, the new data examines if cities and counties in Florida increased contracting out activity of public services in response to a declining economic environment and changes in population growth trends.

This Article provides a comprehensive, critical overview of proposals to use happiness surveys for steering public policy. Happiness or “subjective well-being” surveys ask individuals to rate their present happiness, life-satisfaction, affective state, etc. A massive literature now engages in such surveys or correlates survey responses with individual attributes. And, increasingly, scholars argue for the policy relevance of happiness data: in particular, as a basis for calculating aggregates such as “gross national happiness,” or for calculating monetary equivalents for non-market goods based on coefficients in a happiness equation.

Over the course of the last two decades, organizations representing the medical marijuana social movement have campaigned for, proposed state level legislation, and supported numerous legal arguments that challenge and attempt to reform U.S. federal illicit substance policies. This set of social regulatory policies, commonly known as the Controlled Substance Act of 1970 (CSA), were drafted, promoted, and implemented by the Nixon Administration then subsequently entrenched by multiple presidents with acquiescent congresses adopting supplemental supply-side resource allocating legislation. My dissertation research uncoils the convoluted history and institutional dynamics of path dependent U.S. illegal drug control policies to answer the question …

Manager-In-Chief: Applying Public Management Theory To Examine White House Chief Of Staff Performance, David Cohen, Justin Vaughn, José Villalobos

In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

The primary goal of Maine’s Aging and Disability Resource Center (ADRC) Project was to empower consumers to make informed decisions about long-term services and supports and to streamline access to existing services and supports through an integrated system. With funding from the Administration on Aging to strengthen and expand the number of Aging and Disability Resource Centers (ADRCs) in the state, all five of the Area Agencies on Aging were committed to becoming and/or strengthening their capacity to be fully functioning ADRCs.

Dating Violence Policy: Making The Grade, Richard Hoefer, Beverly Black, Mashooq Salehin

Dating violence rates affect an unacceptably high percentage of youth. This paper tests a model to understand the considerable variation in state dating violence policy comprehensiveness. Independent variables in the model are state political culture, partisan control of political institutions, prevalence of dating violence, and median household income. Bivariate results show partial support for preliminary hypotheses. Regression analysis indicates that strength of Democratic Party control of governmental institutions is the only variable in the model that achieved statistical significance. Implications and recommendations for future research are provided.

This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals.
